In order to accurately grasp the situation of possessed,used,consumed and restored of natural resourcen,it is necessary to explore and compile the balance sheet of natural resources.So as to provide important support for assessing the government's ecological environmental performance,making the comprehensive decision on environment and development,and compensating eco-environmental.The balance sheet of water resource is an important part of natural resources balance sheet.Thence it is of practical significance and theoretical value to explore the calculation method of water resource assets and liabilities.At present,there are few special studies on the balance sheet of natural resources in the world,and it is mainly based on the national account system,which is combined with the preparation of national balance sheet.Most of the domestic studies are qualitative discussions on the meaning of water resource assets and liabilities,and there is no method or model for quantitative calculation of water resource assets and liabilities.The thesis based on water balance sheet preparation requirements,combined with the characteristics of water resource and water resource management,used relationship of the water resource assets and liabilities with water quality concentration as the breakthrough point,and researched the quantitative calculation methods of water resource assets and liabilities.The research work and innovation points of the thesis fall into five parts.1.Clarified the connotation of water resource assets and liabilities,and determined the calculation idea of quantifying water resource assets and liabilities.2.Considered the influence factors of water resource assets and liabilities,the paper studies and defines the water resource asset liability line,namely the function relation between water assets and liabilities and water quality project concentration.3.According to the environmental impact degree and disposal difficulty of water quality project,the weight of water quality project was allocated,calculated the comprehensive coefficient of water resource assets and liabilities.4.Researched the calculation method of water resources in rivers,lakes and reservoirs,and calculated the comprehensive coefficient of water resource assets and liabilities.5.Based on the specific situation of water resources in shandong province,calculated and analyzed the water resource assets and liabilities in shandong province,and researched the trend of it.
