With the rapid development of meteorological science and technology in China,the regional automatic weather station,as the reserve army of the National meteorological observation system,has filled the gap of space regional meteorological observation,so the construction of the regional automatic weather station has been expanded and applied in the whole country.The regional automatic weather station is used to monitor weather factors such as atmospheric temperature,relative humidity,wind direction,wind speed,rainfall,atmospheric pressure,solar radiation,soil temperature,humidity,visibility,etc.on a 24-hour basis without human presence,and to collect meteorological changes in a timely manner,thus enhancing the early warning capability of weather disasters on medium and small scales.During the flood season,it plays an important role in issuing meteorological warning information and providing decision for the government.In order to satisfy the public meteorological service of all kinds of forecast the demand of the business system,the meteorological forecast business establish and develop a more complete and accurate,and heihe city bureau of meteorology basic formed in each county towns,and the key observation of surface meteorological observation network,which has been built 118 regional automatic weather station.Of regional automatic weather station data transfer rate and timeliness guaranteed at the same time,the collected message didn't make more use of,or a certain period of time at a certain moment for site data values of meteorological elements,only for simple processing and application is a single,on the manual monitoring work,such as staff shortage problem of regional station had a great limitations on the data of application,a great waste of site construction,maintenance and management costs,serious lack of a more detailed display and analysis platform.This system integrates the regional site real-time monitoring,early warning,query function,based on the development of WEBGIS,adopts B/S design principles,such as,according to the functional division on the basis of geographic information system,display subsystem,early warning subsystem,a query subsystem four subsystems.Combined with geographic information system technology to show the live data site in heihe administrative zoning map and image,according to the meteorological early warning standard,through the program control,realize the hours at low temperature,high temperature and precipitation of real-time access,real-time display,realize hour rainfall warning function at the same time,to improve the regional meteorological site data utilization,improve the ability of meteorological disaster prevention and mitigation and service the local government has unusual significance.
