Under the background of the progress of urbanization and the gradually fading of the first demographic dividend in China, based on the panel data of cities from 2010 to 2015,this paper discusses the relationship between natural resources and population in the region. This article studies from two perspectives:population migration and population quality represented by human capital with higher education level, the study focuses on the impact of natural resources dependence on population migration, the empirical results show that there exists a nonlinear inverted U-shaped curve between them, that is to say, with the increase of the natural resources dependence, the net immigration rate of the population tends to increase first and then decrease. The article then studies the impact of natural resources dependence on population migration based on the city sub-sample,which is classified by the inflection point, and the results show that the inverted U-shaped curve relationship between natural resources dependence and population migration exists in all three sample cities, what's more, the sign of coefficients for other control variables has not changed, which further confirms the existence of inverted U-shaped curve of natural resources and population migration in China's urban level. With the addition of human capital and population density, the inflection point of the inverted U-shaped curve is shifted backward, indicating that the emigration effect at the population level has been alleviated to a certain extent.Considering the fact that the population migration in our country is mainly from rural to urban, this research on the relationship between natural resources and population migration will help us to analyze how to promote urbanization for cities, especially for those resource-based cities. In addition, the article also discusses the impact of natural resources on human capital with higher education level at the urban level in China, the results show that there is also a crowding-out effect of natural resources on human capital at the urban level in China, and the level of marketization is conducive to weakened the extrusion effect.Since the human capital with higher education level is the main force of the second largest demographic dividend in China in the future, studying the relationship between natural resources and human capital is conducive to correctly grasping the second demographic dividend in cities, especially in resource-based cities. This paper provides a new perspective for studying population issues in our country and explains population issues from the perspective of natural resources. This paper discusses the influence of natural resources on human capital with higher education level from the urban level in China, and enriches the study of crowding out effect in the "resource curse" theory. In addition,in view of the current urbanization in China, this paper study the role of natural resources in the migration from the perspective of population migration, not simply discusses the existence of "resource curse" as those original relevant natural resources literatures, but discusses the non-linear relationship between natural resources and population migration,in the meantime, dividing into urban samples to strengthen research, providing a new analysis idea for our country to promote the process of urbanization.
