The Beibu Gulf is located between China and Vietnam,and has unique,advantageous and complex environment of geography,society and economy and very rich marine biological resources.With the rapid economic development of China and Vietnam in recent years,the Beibu Gulf is facing the destruction of the marine ecological environment,especially the continuous degradation of marine biodiversity.However,the independent management of marine biodiversity of China and Vietnam in the Beibu Gulf is now to some extent cannot meet the needs of marine biological resources protection.In October 2013,the Ministry of Natural Resources and Environment of the Socialist Republic of Vietnam and the State Oceanic Administration of the People's Republic of China signed the "Agreement on the Implementation of the Integrated Management Cooperation Research of Marine and Island Environmental in the Beibu Gulfs of Vietnam and China",proposing that China and Vietnam should actively promote relevant cooperation in the integrated management of ocean and island of the Beibu Gulf.Biodiversity conservation is an important part of the integrated management of the marine environment.Therefore,it is necessary to study the transboundary cooperative management of marine biodiversity in the Beibu Gulf.This paper uses the research literature method to analyze the current status and existing problems of marine biodiversity in the Beibu Gulf.Comparing and analyzing the similarities and differences of the status and causes of the degradation of marine biodiversity in China and Vietnam.It is concluded that the marine biological diversity in the Beibu Gulf is a whole that is not separated by national boundaries.Comparing the management departments involved in marine biodiversity conservation in the Beibu Gulf of China and Vietnam,establishing related laws,standards,policies,and specific practices.It has found that the existing independent management mechanisms for marine biodiversity conservation in China and Vietnam have been unable to meet their current requirements.It is imperative to establish a transboudary cooperative mechanism between China and Vietnam for the marine biodiversity conservation on the basis of meeting the concept that marine biodiversity conservation in the Beibu Gulf should not be separated by national boundaries.Research the cooperation mechanisms of marine biodiversity conservation in typical transboundary gulfs in the world.Summarize the successful experiences applicable to biodiversity conservation in the Beibu Gulf.Analyze the feasibility of establishing this cooperation mechanism in the necessity of environmental policy and practice.Combine the problems of natural and conservation management in marine biodiversity in the Beibu Gulf of China and Vietnam.Propose how to establish a transboundary cooperative mechanism of marine biodiversity conservation in the Beibu Gulf of China and Vietnem.
