With the development of intelligent urban management,"multi-in-one"construction has gradually become a hot issue in current urban construction work.In the "multi-in-one" program,urban planning and land use planning are the core plans in "multi-in-one" spatial planning.Other spatial plans are planned on the basis of"two planning"(urban planning and land use planning).Therefore,in the study of"multi-in-one" coordination at the municipal level,solving the "two planning" spatial planning synergy is the most important task of "multi-in-one" coordination.As the purpose of the " two planning " urban planning is to develop urban construction land and the preparation of land use planning aims to protect non-construction land such as agricultural and forest land,and adjust the overall urban land use structure for planning.There are differences in the establishment of the system,the time frame for planning,and the form of data expression between the two,resulting in conflicting and difficult mergers between the two regulations.Some cities solve such problems from the merger of plans or the merger of planning departments.The final result of planning collaboration is not a plan,but refers to the unified coordination of the contents of the plans,reducing the contradictions and conflicts of the plans,and strengthening the coordination among them[1].In the "two planning" coordination of the current city,only the differences in the minimum spatial units(land use plots and land use span)of the city's "two planning" are considered,and the internal planning levels of the "two planning" are neglected,resulting in the inability to consider differences.The effect of collaborative results on the planning content of the"two-planning" superior level planning.In view of the above issues,this paper begins with the analysis of the differences between the two regulations,analyzes and summarizes the typical "two planning "spatial hierarchy unit system and its importance,and studies the "two regulations" at all levels of the spatial level unit division method,aiming at "two regulations".The land use classification code is inconsistent.A convergence comparison table for land use classification of "two regulations" is established.The coding structure of land use units for "two regulations" is designed to form a "two regulation" collaborative program based on the land use classification classification table and land use unit coding association model.Combined with the example of Lishui City for verification.The main research contents and achievements of this article are as follows:(1)Analyze the differences in the "two regulations" planning data.Analyze the similarities and differences in the spatial orientation,semantic description,attribute features,geometric shapes,evolutionary processes,and elemental correlations of the "two regulations" data,summarize the main issues that trigger the "two regulations" conflict,and propose feasible solutions.The program provides the basis and implementation route for achieving the coordination of the"two regulations" data in this paper.(2)Researched the method of hierarchical division of "two regulations" spatial planning unit.Analyze the existing spatial planning unit division cases,sort out the level and importance of the division of space planning units,summarize the "two regulations"typical division hierarchy unit system,study the division indicators and division methods of corresponding hierarchy units,and analyze the "two regulations" space.Data achieves its own hierarchical unit division.(3)A "two-regulation" spatial data collaboration method based on the association model was designed.Aiming at the differences in the code of land use classification between the minimum unit of " two planning "(land use plots and land use span),we need to constructe a " two planning " land use classification code comparison table,and for the " two planning " internal spatial hierarchy unit association,design a coding structure containing the hierarchical information of the "two planning" unit,and encode it,aiming at realizing the space between " two planning " The association of hierarchical units,the design of the " two planning " space-level unit space association method,and the formation of a specific "two regulations" spatial level unit association table.Through the " two planning " spatial hierarchical unit of the relationship between the " two planning " to achieve data collaboration.(4)Apply Licensing as an example.Taking the land use planning data of Lishui City and the urban overall planning data as an example,the above unit division and data association collaborative methods are used to achieve the "two planning" spatial units in Lishui City,and the"two planning" conflict lands are detected through the correlation results.Verification considers the superiority of the " two planning " spatial hierarchy unit.This study proposes a new data association plan for urban planning and land use planning that takes into account the "two planning" spatial spatial hierarchy unit,optimizes the results of the differential analysis of the "two planning" data,and provides work for subsequent planning departments.It provides a reference for the adjustment of the "two regulations" of different cities.
