Research On The Theory And Methods Of Choosing Marine Strategic Emerging Industry In China

With the 12 th five-year plan outline and the decision of the state council on speeding up of the cultivating and developing strategic emerging industries,China has planning of vigorously cultivating and developing marine strategic emerging industries.Development of Chinese Marine strategic emerging industries is of great significance to the marine industry transformation and upgrading and optimization of marine industry structure.The election of ocean strategic emerging industries in China is the basis of cultivating and developing strategic emerging industries,is the necessary premise of conquering the highest position of marine economy science and technology competition in future in China.Therefore,we can scientific select marine strategic emerging industries in China,plays an important role on the transformation of marine economy and enhancing the core competitiveness of marine economy in China.To date,China has no a clear focus choice on developing marine strategic emerging industries,the main reason of it is no unified definition for marine strategic emerging industries and no scientific model of selecting ocean strategic emerging industry.This article first defines the concept and characteristics of ocean strategic emerging industries,and connecting with the porter competitive advantage theory,on this basis,we put forward diamond theory model of selecting marine strategic emerging industry.To adopt the method of combining qualitative analysis and quantitative analysis,we choose the marine strategic emerging industries.Combined with the development situation of Chinese marine industry and six dimensions of diamond theory on choosing Chinese marine strategic emerging industries,we qualitative analyze selection of Chinese marine strategic emerging industries.On the basis of diamond theory on choosing marine strategic emerging industries,we analyze the benchmark of choosing marine strategic emerging industries,and build evaluation index system of choosing marine strategic emerging industries.We use principal component analysis to comprehensive evaluate choice.On this basis,we use data of Chinese marine,to quantitative choice Chinese marine strategic emerging industries.Finally,combined with qualitative analysis and quantitative analysis,we select Marine oil-gas industry,Marine electricity,seawater desalination industry,Marine biological pharmaceutical,coastal tourism,Marine transportation,Marine shipbuilding industry and Marine engineering equipment manufacturing industry,they are Marine strategic emerging industries in China.This paper using the porter diamond theory innovative constructs qualitative base model of choosing marine strategic emerging industries,innovative puts forward to comprehensive evaluation index system of quantitative choosing marine strategic emerging industry.This article's research provides a theoretical guidance to the realistic choice of strategic emerging industries in China.To Scientific and reasonable choose Chinese marine strategic emerging industries is able to resources distribution,and to grasp the focus on marine industry development for decision-makers.It has important significance to accelerate optimization of the marine industry structure,and promote marine economy growth and improve the comprehensive competitive ability of marine.
