Water resources are both basic and strategic resources.Safeguarding water use and optimizing the allocation of water resources are not only related to the development of social economy,but also to the long-term security of the civil society.To mitigate regional water resources crisis,China has invested a great deal in water resources allocation projects and has achieved remarkable results.Today,inter-basin water transfer has become the mainstream model for regional water resources deployment.This thesis focuses on the characteristics of trans-basin,multi-project,multi-source,and multi-user in the regional water resources allocation,and studies the optimization of the deployment of complex water resources systems,applies it to the south bank of Huangshui in Qinghai Province as an example to explore the optimal allocation of water resources.The main research contents and research results of the project are as follows:(1)This thesis analyzed the complex water resources system from the perspective of complex characteristics,and the main water transfer process of the complex water resources system was analyzed using the natural water cycle,surface runoff,water supply,and social water.From the perspective of optimal allocation of water resources,the complex water resources system is generalized into the three major systems of water supply,transmission and users.Nodes,water transmission lines and water transmission surfaces are the main elements,and a network diagram of complex water resources systems is constructed.(2)This thesis explained the concept,configuration principles and configuration ideas of complex water resources systems,systematic analysis method for the generalization of hydraulic transmission paths and water transfer relationships in complex water resources systems,based on the principle of water balance,an optimized configuration model for complex water resources systems was constructed and optimized using the GAMS software package.(3)This thesis analyzed and predicted the population and social and economic development of the south bank of the Huangshui in the planning year and determine the three water demand plans for the south bank of Huangshui:Plan I(high growth&enhanced water saving),Plan II(medium growth&enhanced water saving),Option III(low growth&moderate water saving).Finally,the required water quantity of the plan I was 287,668,200m~3,the water requirement of the plan II was 238,883,400 m~3,and the plan III water demand was 234,214,600 m~3.Analyzed the water availability of local water,reclaimed water and external water transfer in the south bank of Huangshui in the planned year.(4)This thesis analysised of the balance of supply and demand of water resources on the south bank of the Huangshui in the baseline year using the optimized configuration model.Six sets of optimal allocation of water resources in the south bank of the planning year were set up.The optimized configuration model was used to solve the plan,and the evaluation and optimization of the plan was performed using the fuzzy analytic hierarchy process.The result showed that option 3 was the best solution.The scheme for the optimal allocation of water resources in the planning year of the south bank of the Huangshui is given as scheme 3,and suggestions are made for the development and utilization of water resources in the south bank of the Huangshui in the future.
