In recent years,various types of disasters occurred frequently.In disaster rescue,emergency supplies are a prerequisite for scheduling activities,and it also affects the life and property of people in disaster areas.The guarantees of Emergency supplies in time and number have great significance in rescue activity.However,in the actual implementation of emergency supplies scheduling,there are many uncertain factors affect the efficiency of transporting emergency supplies.On emergency supplies scheduling,domestic and foreign scholars have done a lot of research in qualitative and quantitative.The qualitative research focused on emergency logistics system,logistics and emergency safeguard mechanism,logistics risk assessment and performance evaluation.The quantitative research focused on the demand forecasting of demand forecasting of emergency supplies the LRP problem of emergency supplies distribution.Some academics have also been using the system dynamics to research on emergency supplies inventory,replenishment.In these studies,there is literature that has a comprehensive summary of factors which influence the efficiency of the transportation of emergency supplies.However,it did not take into account that emergency supplies scheduling is a complex interaction relationship systems engineering,as well as the mutual influencing between factors.There is study that divide the supplies according to the urgency of the needs,material importance and complexity of the supply,materials using phase.There is little literature divide the supplies materials according to consuming characteristics into cumulative and non-cumulative supplies At the same time,there is no research carding the factors affecting the dispatching efficiency and the influence between factors from a comprehensive perspective,and get the key factors of cumulative non-cumulative materials.This study has an analysis of the emergency supplies transporting's current situation and the problem on the domestic,and a combing of the factors affecting the emergency supplies transportation from the uncertainty of external environment,material requirements,implementation of the operation and management.Subsequently,the study using a combining method of ISM model and expert judgment to identify the important factors of emergency supplies dispatching efficiency initially.Then the study divide the materials into cumulative and noncumulative supplies according to their consumption characteristics,and construct the emergency supplies transport model which goal is the material gap appear a shorter time and smaller amount.Finally,the study use rice(non-cumulative supplies)and tents(cumulative material)in Yingjiang earthquake in year2014 as an example to simulate.The simulation finds the degree of sensitivity that the factors impressed on transporting efficiency both in cumulative and noncumulative supplies.Then the study finds the level of importance of these factors to materials dispatching,and give some recommendations on emergency material transportation.
