From the economic point of view,the marine environment is a public resource,and the non exclusiveness and the property of the public goods are the resources that can be used by all the members of the society.However,in the process of obtaining marine resources and using maritime traffic,the collective action is lack of effectiveness and can easily lead to the production of "the tragedy of the public land".It causes frequent oil spill accidents during ship navigation and oil exploitation.With the characteristics of high safety and low cost of water transportation,most of the world's economy and trade choose ships to help complete,but the ship transportation also has a certain risk.In the process of shipping,water traffic is caused by weather reasons,ship reasons and personnel operation.So it happens frequently.In the face of such a severe crisis of oil spill pollution in the sea environment,the Party Central Committee and the State Council have repeatedly pointed out in related meetings that our government should effectively control the oil spill in the sea.This paper provides a clear and simple approach to the study of oil spill pollution control mechanism in marine environment,enriches the theory of marine environmental governance in China,and finds out the scheme to effectively improve the management mechanism of oil spill pollution in the marine environment of our country.In addition,this paper provides reference materials and reference ideas for the relevant experts and scholars to study the oil spill pollution control mechanism in marine environment,and also provides a reference for the government to improve the management mechanism of marine environmental spill pollution and improve its management level in order to optimize the marine environment and make it sustainable.Therefore,the research of marine environmental pollution control mechanism is of great practical significance and far-reaching theoretical significance.This paper will study from the following aspects of the marine environment of China's oil spill pollution governance mechanism: first,the related concepts and theoretical basis of oil spill pollution control mechanism for the marine environment to understand;secondly,through the analysis of the present situation of marine environmental governance in China's oil spill pollution mechanism,to the central government and local authority the government led management division,enterprise,government and social organizations parallel coexist situation,then according to the status of the marine environment is found between the main governance problems for poor communication,there is a deviation in the implementation of governance scheme,supervision implementation is not in place,the reason for the lack of governance the interests of coordination,the governance bodies for differences,marine environmental protection responsibility is not in place;finally,draw lessons from foreign developed countries The oil spill pollution control mechanism,the construction of a new learning central cooperative relationship and optimize enterprise cooperation,and other effective measures to mobilize the enthusiasm of participants,the marine environment of the oil spill pollution governance in China put forward constructive measures for specific interests,strengthen environmental governance between the cooperation and effective coordination of the governance bodies.And clarify the rights and obligations of governance.Based on governance theory and collaborative governance theory,we study the governance mechanism of marine environmental oil spill pollution in China,so as to form a synergy of marine governance based on marine environmental pollution control,and work together to effectively improve marine environment.
