Temperature,light and precipitation are the most basic climatic factors.Climate factors also affect the production and life of human beings and the growth and change of crops through these three factors.In recent years,changes of the climate factors aroused the attention of the world,the United Nations intergovernmental panel on climate change's fifth assessment report: 1880-2012,the average global temperature increased of 0.85?,and expects the future will also be increased by 0.3? to 0.7?.In April 2018,the China meteorological administration released the blue book of China's climate change,pointing out that the average annual temperature of China's land surface increased by 0.24? every 10 years between 1951 and 2017.The unique geographical location of the loess plateau is the best growth area for apple,and it also brings unprecedented potential risks.In global climate conditions and under the background of planting technology changes in the loess pleatu,study the influence of climate factors on the apple production technical efficiency,clear up the influence direction of temperature,illumination,precipitation of three main meteorological factors on apple's superior region in loess pleatu apple production technical efficiency,and farmers to cope with climate change,for a variety of factors of production in terms of quantity and quality of reconfiguration;Explore the ways for improving the efficiency of apple production technology,the means of response to meteorological disasters,promoting apple quality,increase the transformation of the growth mode of the apple industry,which has important significance for the sustainable development apple industry,and is also the only way for realizing rural revitalization of the loess plateau.This article using three provinces in six counties in 2015 field survey data,including Qin an county in Gansu province,Jing ning county in Gansu province,Luo chuan county in Shaanxi province,Bai shui county in Shaanxi province,Lin yi county in Shaanxi province,Wan rong county in Shaanxi province.Studying the climatic factors on the influence of the loess tg-p apple production technical efficiency.The article is divided into five parts,the first part mainly introduces the research background,research purpose and significance,literature review,research ideas and methods and possible innovation place;the second part mainly introduces the DEA and TOBIT model;the third part analyzes the mechanism of action of climate factors on the apple production technical efficiency,this paper analyzes the regional situation,climate factor,mechanism of action;the fourth part the empirical analysis of the influence of climate factors on the apple production technical efficiency,first of all,the region was calculated by the DEA model of apple production technical efficiency,and then analyzed the influence factors,using the TOBIT model;The fifth part summarizes the main conclusions and puts forward the policy Suggestions.Research results show that: First,for the loess plateau from ecological conditions,both in terms of the year or late varieties(6 ~ 8(9)months),or the key growth period(from April to September),comply with the most suitable region for apple growth index requirements;Second,the overall technical efficiency of apple production in the loess plateau is lower.The technical efficiency of 73.1 percent of farmers in the loess plateau area is below 0.4,and the over-efficiency farmers account for only 9.47% of the total,and the technical efficiency of the three provinces is: Shanxi > Shaanxi > Gansu.Third,climate factors on the loess plateau apple yield has significant positive effect,temperature effect on the yield of apple is the most significant,followed by light,the test result of the rainfall and irrigation is positive;Fourth,climate factors influence on the loess plateau apple production technical efficiency direction,sunshine time and precipitation have a significant positive impact,while the average temperature has a significant negative influence;Fifth,in other control variables,the head of the household of gender,technical training,social network and irrigation all have significant positive effects to apple production technical efficiency,farming days and years has significantly negative influence to apple production technical efficiency.According to the above research results,the article puts forward four policy Suggestions :(1)create regional brand characteristics and expand the market widely;(2)optimize input factor structure and improve production mode;(3)improve the orchard infrastructure and cope with meteorological disasters;(4)strengthen technical training for farmers and achieve high quality and high yield.
