Research On Water Resources Management Of Dongping Lake

Dongping Lake controlled the Aishan station to discharge less than 10000m3/s,it successfully share the Yellow River in 1982 flood burden as a flood storage and detention area,which made the Yellow River flood under control,and it was an important reservoir flood reservoir for Yellow River downstream.After the implementation of the South-to-North Water Diversion Project,Dongping Lake has undertaken the task of supplying water to the north of the Yellow River,Jinan and Jiaodong area,as the important water source and freshwater fishery base in Shandong Province and even in North China.It has to be the only resource of the survival and development for the 300,000 people in Dongping Lake reservoir area.It has become a comprehensive reservoir integrating various functions such as flood storage,water storage,water transfer and water supply.Not only above mentioned that,the resumption of the Beijing-Hangzhou Canal has got Dongping Lake shipping function gradually appear.Therefore,the development and utilization of Dongping Lake got the strategic position in the comprehensive planning of the Yellow River Basin.In order to ensure the water supply safety of the first phase of the South-to-North Water Diversion Project,a large number of small-scale processing enterprises were closed around the reservoir area,and cage culture was prohibited in the lake area,which cut off the traditional sources of economic income of the people in the reservoir area,which is a contradiction between self-interested behavior and water resources management in the reservoir area.How should Dongping Lake transform the protection ideas of water resources development and utilization,break the bottleneck caused by water and water resources in the Dongping Lake area for a long time,and make Dongping Lake play a strategic role to ensure the safety of water supply in the eastern line project,while helping the people in the reservoir area to enrich their families,and realize the leap-forward development of the green economy circle around Dongping Lake has become a topic of long-term research.The purpose of this study is to ensure the safety of the flood control of Yellow River downstream and the water supply safety of the east route of the South-to-North Water Diversion Project.Based on the relevant planning programming issued by the Country and Shandong Province,based on on-site research and review to relevant literature,following by the flow of questions,then analysis,then solve problems,carry out research and draw conclusions finally.First of all,on the basis of understanding the economic and social development and water resources situation in Dongping,analyzing the root causes of “water-induced poverty” in the Dongping Lake area,the new opportunities and challenges for the development of Dongping Lake,and proposing the economic development thoughts of the Dongping Lake area.Based on this,to propose the overall thinking of water environmental protection and water resources utilization in Dongping area,and clearly define the safeguard measures for enhancing water resources protection and high efficiency water resources utilization.Secondly,starting from the analysis of the current situation of water conservation and development and utilization of Dongping Lake,investigating the construction of Dongping Lake water conservancy project,water environment and water resources development and utilization,analyzing the main problems of water conservation and water resources development and utilization in Dongping Lake,and the east route of South-to-North Water Diversion Project implementation,the resumption of the Beijing-Hangzhou Canal and the construction of the modern water network in Tai'an City will provide new development opportunities for water resources utilization in the Dongping Lake area.Thirdly,according to the advantages of regional resources,ensuring the flood control safety of the Yellow River downstream and the water supply safety of the South-to-North Water Diversion Project as precondition,to implement safeguard strategy and the development strategy proposals at the same time,to strongly support the development of the eco-tourism industry with the theme of ecotourism Dongping Lake area,to propose the general idea of water resources protection and utilization in Dongping Lake area,and the engineering and non-engineering measures to achieve well protection of water environment and efficient utilization of water resources.In the process of carrying out this research,for the exposed problems,from the scientific point of view to explain the importance of constructing a modern water resources management system,from the control of total water utilization volume,the control of water utilization efficiency,and the limitation of pollution in water functional zones to propose the requirements for water resources management,make water resources work more rigorous,refined and systematic,and continuously improve the capacity of water resources,so as to fundamentally improve the water environment,resist floods and droughts,solve water problems and achieve harmonious environment for human and water.
