In the 40 years of reform and opening up,China's economic development has created a series of "China's miracles",but it is accompanied by a series of problems,such as energy exhaustion,resource shortage and environmental pollution,which have a bad impact on the life and health of citizens,the sustainable economic growth and the healthy development of society.Therefore,how to achieve the sustainable development of resources,environment,economy and society is the top priority of the current work.Resource and environmental performance which is a measure of a region's utilization efficiency of resources and environment can effectively measure the coordinated development of a region's economy and environment.It can be seen that how to improve the performance of resources and environment is of great significance for China to achieve intensive economic growth and sustainable development of resources and environment.Based on the current research status of environmental performance at home and abroad,this paper improves the resource and environmental performance index which is proposed by the Chinese Academy of Sciences and establishes a comprehensive evaluation index system of resources and environmental performance from four aspects:resource consumption,energy utilization,pollution discharge and pollution control.Then,the paper conducts dynamic comprehensive evaluation of the resource and environmental performance of China's inter-provincial regions from 2008 to 2016 by using the vertical and horizontal scaling method.On this basis,the paper analyzes the spatial distribution characteristics and spatial correlation of resource and environmental performance.Later,the paper constructs a spatial panel Durbin model(SDM)and carries out empirical analysis and decomposition analysis on the influencing factors of resource and environmental performance,so as to find an effective way to improve the resource and environmental performance of China's inter-provincial regions.The research results show that:Firstly,according to the results of dynamic comprehensive evaluation,there is a positive correlation between the resource and environmental performance and the regional economic development level.In other words,regions with higher economic level have higher resource and environmental performance level,and regions with lower economic level have lower resource and environmental performance level.Secondly,from the perspective of changing trend,the level of national resource and environmental performance shows a slow decline from 2008 to 2016,mainly because the level of resource and environmental performance in the eastern region decreased much more than that in the central and western regions.Thirdly,from the perspective of pattern classification,it can be divided into stable development,slow development and leaping development.Among them,six regions including Beijing,Tianjin,Shanghai,etc belong to stable development,and eleven regions including Jiangsu,Anhui,Fujian,etc belong to slow development,and thirteen regions including Liaoning,Hubei,Hunan,etc belong to jumping development.Fourthly,from the perspective of spatial distribution characteristics,the spatial distribution characteristics of china's resource and environmental performance are relatively obvious,which basically presents the distribution pattern of high to low from the east to the west and the south to the north.Moreover,it has strong spatial agglomeration and positive spatial correlation,which is shown as high-high and low-low agglomeration.Fifthly,there is a significant spatial spillover effect on resource and environmental performance in inter-provincial regions of China,which indicates that the improvement of resource and environmental performance in the adjacent regions will promote the resource and environmental of performance in the region.Sixthly,the level of urbanization is a key factor of resource and environmental performance.Seventhly,from the point of effect decomposition analysis,the direct and indirect effects of economic development level,urbanization level,industrial structure and foreign investment dependence on resource and environmental performance are significantly positive,while the direct and indirect effects of scientific and technological progress are significantly negative.Moreover,the direct effect of foreign trade dependence is significantly negative,but its indirect effect is not obvious.In addition,the direct effect of human capital and environmental regulation intensity is obviously positive,but its indirect effect has not passed the significance level test,which means that the spatial spillover effect is not obvious.
