Research On The Role Of Government In Yangjiang Marine Economic Development

The 21 st century is the century of the ocean and a new era of ocean development.The ocean provides abundant living materials and huge development space for mankind,and is an important base for human beings to maintain survival and reproduction,achieve sustainable development of society.As a large ocean country,China has a vast sea of jurisdiction and abundant marine resources.It is an important measure to alleviate economic and social pressures by making resources to the sea and vigorously promoting the development of the marine economy.The report of the 19 th National Congress of the Communist Party of China pointed out: "Insist on the coordination of land and sea and accelerate the construction of a maritime power." The emphasis on the development of marine resources and the development of the marine economy is self-evident.Yangjiang is located in the center of Zhanjiang-Maoming-Yangjiang and the Pearl River Delta,clutches the key location of west Guangdong.Meanwhile,it is the largest city in Guangdong Province and has abundant marine resources.The development of marine economy is closely related to the economic and social development of Yangjiang City,the regional economic balance of Guangdong Province and the rise of west Guangdong.However,in the process of Yangjiang marine economic development,there are still problems such as unreasonable industrial development planning,lack of long-term vision of coastal tourism development,insufficient cultivation of marine science and technology innovation and application,backward transportation management methods,and lack of ideas for marine strategic emerging industries.The municipal government has traditional path dependence in strengthening marine comprehensive guidance,overall planning and coordinated management,cultivating new growth poles for marine industry development,promoting industrial transfer park construction,adjusting marine industrial structure,optimizing industrial space layout and promoting marine ecological civilization construction.It affects the further development of the marine economy.In this essay,based on the current situation and prospects of Yangjiang's marine economic development,this paper focuses on the government's role and behaviors in the development of marine economy based on the perspective of public management,using relevant theories of new public management and marine industry policies.Through literature research method,field research method,qualitative analysis method,research method combining theory and practice,the connotation of marine economic development is systematically expounded,the "diamond model" theory of Michael Porter is used to develop the marine economy of Yangjiang.The status quo of the government's role,existing problems and the reasons behind it are analyzed in detail,and countermeasures to optimize the role of the government in the development of the marine economy are proposed.Through the above discussion,on the one hand,it enriches the theoretical research on the development of marine economy.On the other hand,it points out the problems and shortcomings of the government department of Yangjiang City in the development of marine economy,and actively responds to the domestic and international situation for Yangjiang City to break the traditional path dependence.New changes have provided a reference for the development of modern marine economy.
