As an important part of transportation,highway transportation plays a very important role in promoting economic development.With the entry of China's economy into the new normal,the goal of economic development has changed from the increase of the pursuit of "quantity" to the pursuit of the improvement of "quality".Therefore,the efficiency of the use of highway resources has also attracted much attention.In this paper,DEA data envelopment analysis is used to compare the resource efficiency of highways in ten cities of Shaanxi Province.Through the discussion of the selection of the index,the evaluation index system of "input" and "output" is constructed,in which the highway capital input level index is added to the network effect of the highway,mainly with the help of fractal theory.The fractal dimension of highways in Shaanxi Province is calculated by the software of information system,which is used to measure the spatial layout of highways.DEA evaluation results show that there is a relatively low efficiency in the use of highway resources in some areas.Therefore,in order to improve the efficiency of highway resources use in Shaanxi Province,this paper puts forward some targeted policy suggestions,and further uses the grey correlation degree model to analyze the efficiency of highway resources use and its influencing factors.The results of this paper show that:(1)the efficiency of highway resources in Xi'an,Yan'an,Hanzhong,Yulin,Ankang and Shangluo is relatively high,while Tongchuan and Baoji are relatively efficient.The efficiency of highway resources in Xianyang City and Weinan City is relatively low.The efficiency level of highway resources can be analyzed and studied from two aspects: technical efficiency and scale efficiency.(2)Fractal dimension of highway,comprehensive highway mileage,ratio of expressway mileage to total highway mileage,ratio of high-grade highway mileage to total highway mileage,number of employees in transportation,warehousing and postal industry,Ownership of passenger vehicles operated by highway departments The grey correlation degree of the seven influencing factors and the utilization efficiency level of highway resources is 0.6-0.8,all of which are at a high level.(3)according to the research results of this paper and combined with the highway traffic situation in Shaanxi Province,in order to improve the efficiency level of highway traffic resources in Shaanxi Province,it is proposed that the construction of high-grade highway should beincreased in order to improve the highway grade structure.Some policy suggestions are put forward,for example,increase the spatial layout of highway in order to improve the effect of highway network,improve the level of vehicle operation to increase the efficiency of vehicle transportation,and enhance the quality of employees in order to improve the level of work efficiency.Based on the comparative study on the efficiency of highway resources in each city of Shaanxi Province,this paper finds out the problems faced by its highway system,and then puts forward the corresponding improvement measures in order to optimize the allocation of regional highway resources and improve the efficiency of highway resource utilization.Thus,it provides the basis for promoting the improvement of regional economic level.
