The agricultural greenhouse gases emitted during the cultivated land utilization have brought serious threats to the agricultural environment.Farmers are the main actors in agricultural production,it's the key to improve farmers' willingness and behavior to reduce carbon during the cultivated land utilization.The difference in environmental equity perception caused by farmers' own heterogeneity will directly affect farmers' carbon reduction willingness and behavior.Therefore,from the perspective of environmental equity perception,this paper explains the mechanism of environmental equity perception on farmers' willingness and behavior to reduce carbon emissions.Analysis the relationship between environmental fairness perception and the willingness and behavior to reduce carbon emissions,it can not only enrich the relevant theoretical research of farmers' behavior,but also provide evidence for the government to formulate agricultural carbon emission reduction policies,which has important theoretical and practical significance.Based on existing research,the paper takes the farmers as the research object,farmers' carbon-reduction willingness and behavior are content.Combined environmental ethics,environmental equity perception is divided into three dimensions: inter-species fairness perception,interpersonal equity perception and intergenerational equity perception.Guided by behavioral decision theory,farmer behavior theory and fairness theory,a theoretical analysis framework is constructed which for environmental equity perception affect farmers' willingness and behavior to reduce carbon emissions.Based on the data of 1023 farmers in Shaanxi,Gansu,Shanxi,Anhui and Jiangsu provinces,combined structural equation with multiple linear regression models,the paper discusses the impact of environmental equity perception on farmers' willingness and behavior of carbon-reduction.And the propensity score matching method was used to test the robustness and reliability of the results.On this basis,the mediating effect of farmers' carbon-reduction willingness on environmental fairness perception and farmer's carbon-reduction behavior was verified.Finally,it reveals the reasons for the differences in the impact of environmental fairness perception on the farmers' carbon-reduction willingness and behavior by the stratified regression,and then the countermeasures and suggestions for promoting farmers' carbon reduction willingness to behavior in cultivated land use are put forward.The final conclusion is as follows:(1)During the cultivated land utilization,there is a phenomenon that farmers' carbon-reduction willingness is higher than farmers' behavior.(2)Environmental fairness perception is an important factor on farmers' carbon-reduction willingness and behavior.Intergenerational fairness perception positively affects farmers' carbon-reduction willingness and behavior.Inter-species fairness perception has a significant role in promoting farmers' willingness.And interpersonal fairness perception negatively affects farmers' carbon-reduction behavior.In addition,the carbon-reduction willingness and behavior in cultivated land use are also affected by factors such as the age of farmers,the awareness of the agricultural environment,the scale of the cultivated land,and whether the cultivated land is in the basic farmland protection zone.(3)Farmers' carbon-reduction willingness in cultivated land has a partial mediating effect between intergenerational fairness perception and farmers' carbon-reduction behavior.Farmers' behavior can be improved through the intergenerational fair perception and the farmers' carbon reduction willingness,it can be implemented by these two path modes.(4)There are differences in the impact of environmental equity perception on farmers' carbon-reduction willingness and behavior.Inter-species fairness perception has a significant impact on farmers' carbon-reduction willingness.However,due to farmers' economic goals,the impact of inter-species equity perception on farmers' behavior is obviously weaker than farmers' willingness.Although the impact of interpersonal fairness perception on the farmers' carbon-reduction willingness is not significant,interpersonal fairness perception has hindered the farmers' behavior and has certain regional differences.The following countermeasures are proposed:(1)Disseminate the agricultural environment and the low-carbon agriculture,Strong support for carbon-reduction technology,and transform farmers' willingness to behavior.(2)Give full play to the government's leading and regulatory production,raise farmers' awareness of environmental equity and environmental responsibility,and achieve an effective combination of farmers' “soft constraints” and government “rigid constraints”.(3)Encourage farmers to engage in various occupations,expand the income channels,establish a long-term and stable economic compensation mechanism for carbon-reduction,and weaken the interference effect of farmers' excessive pursuit of economic goals.And according to different regions,implement local conditions and implement policies.
