With the development of urbanization,the problems of "urban diseases",such as the unreasonable urban planning and construction,the excessive concentration of population,the waste of resources and environmental depredation,have become increasingly prominent.How to promote the coordinated development of diffirent cities and towns is an important way to solve this contradiction.Not only is the urban agglomeration a main form of new urban construction,but also it is an important carrier of economic and social development.However,the problem in the process of urban agglomeration`s construction,such as the stagnant ingredients,the low utilization of resources,the unreasonable division of different cities and the disequilibrium of urban development,is sunting the development of urbanization.How to make a green and ecologic new urbanization for urban agglomeration,and promote the intensive and efficient development of the region to avoid the "development trap" phenomenon,is a critical problem for scholars to solve.Firstly,this paper gives a comprehensive overview of researchs at home and abroad,and sorts out the threshold effect and mechanism to the influence of new urbanization vs resources & environment,what`s more,this paper analysis the status quo of the new urbanization with resources & environment of Wuhan Metropolitan.Secondly,by constructing a comprehensive evaluation index system for new urbanization & resources and environment,this paper uses entropy model to evaluate the comprehensive level of the new urbanization with resources & environment.Thirdly,through panel data smoothness test and panel data of threshold model,this paper studies the threshold effect of new urbanization with resources & environment in Wuhan Metropolitan.This paper takes Wuhan Metropolitan as the subject,have studed the threshold effect of new urbanization with resources & environment.The results show that,firstly,the new urbanization of Wuhan Metropolitan shows a steady development trend,while the resources & environment shows a steady rising trend,in which both of them show the phenomenon of "one city alone".Secondly,there is an obvious single-threshold effect of new urbanization with resources & environment in Wuhan Metropolitan,when the urbanization rate plays less than the threshold critical value of 46.06%,the new urbanization has no significant influence in resources & environment,when the the urbanization rate is more than the threshold critical value of 46.06%,the impact of new urbanization with resources & environment is negative correlation.Thidly,the number of the cities,which are in the second region,is increasing gradually,that means the rugged development model of new urbanization is not conducive to the sustainable development of resources & environment.Finally,there are many factors have different effects on resources & environment,such as the economic development,industrial structure,population agglomeration,urban construction and the level of science and technology,While the government behavior has no significant influence on it.All in all,this paper puts forward some policy suggestions on promoting new urbanization and sustainable development of resources & environment from three aspects,which one carrying out the measures by threshold interval effect,making different policies for different cities,and guiding the adjustment of the influencing factors.
