| Island is an important part of marine land,which plays a key role in safeguarding the national maritime rights and interests and opening up the space for marine economic development.With the rapid development of marine economy,the development and utilization of the island economy has been increased.Due to the lack of island resources,special geographical location,fragile ecosystem and other characteristics,the sustainable development capacity of the island is facing severe challenges.On the premise of improving the economic benefits of the island,it is an inevitable choice for the sustainable development of the island to protect the island resources and ecological environment and realize the coordinated development of the island ecological environment and economy.First of all,this paper takes Zhoushan as the research object,according to the research status of island sustainable development,combined with the particularity of the island,constructs a systematic evaluation index system of four aspects of island resources,economy,society and ecological environment,according to the analysis of island utilization and ecological environment status of Zhoushan,30 indexes are selected,based on the analytic hierarchy process and entropy method,and the subject and object average weight method is used as the final weight method.The comprehensive index method is used to evaluate the sustainable development ability of Zhoushan.According to the data analysis,we found that the overall level of sustainable development in Zhoushan continued to grow,from 0.27 in 2008 to 0.68 in 2017,and the capacity of sustainable development was at a strong level.Among them,the growth rate of economic subsystem is the fastest,the growth rate of environment subsystem is the slowest and the level of sustainable development is the lowest.It shows that the economic growth of Zhoushan is at the cost of environment damage.It is necessary to coordinate the relationship between economic development and environmental protection to achieve the sustainable development of island.Secondly,according to the characteristics of island utilization,the existing problems and the main factors affecting the sustainable development of Zhoushan,the game model of island sustainable development is established.By constructing a game model among the government,enterprises and the public,this paper explores the relationship between different stakeholders,and draws the conclusion that the government should increase the punishment of enterprises' violation of environmental laws and regulations,and increase the illegal cost of enterprises' damage to the environment;the enterprises should regard the ecological environment as one of the elements of economic development,change the model of production with high pollution,and develop a low-carbon circular economy;the public should enhance the awareness of ecological environment crisis and actively participate in environmental protection.Through the efforts of all parties,promote the sustainable development of the ecological environment and social economy in the island area.Finally,based on the analysis of game model,five countermeasures and suggestions are put forward to promote the sustainable development of the island: making the sustainable development plan of the island,pointing out the direction for the development of the island;accelerating the adjustment of the industrial structure of the island,developing the characteristic industry of the island;strengthening the innovation of science and technology and the construction of the infrastructure of the island;strengthening the law enforcement of environmental protection,establishing the supervision mechanism of public participation;establishing the island ecological compensation mechanism,improve pollutant emission standard system.Throughout these five aspects to achieve the coordination and unification of the island resources,economy,society and ecological benefits. |
