Climate equity is the cornerstone of the international climate system.Mitigating climate change and adapting to climate change are two major countermeasures for global climate governance.In the field of climate change mitigation,the allocation of carbon emission rights is a focus of the international community on climate equity.However,we should realize that global climate change characterized by global warming is already an indisputable fact and it has already brought serious challenges to the sustainable development of global society,economy and environment.Adapting to climate change should become the biggest concern issue.As with mitigating climate change,adapting to climate change must also focus on equity.This paper believes that equity issue of climate change adaptation mainly involves two aspects:one is climate change adaptation funds(ie,adaptation funds),and the other is climate change adaptation capacity building(ie,adaptation capacity building).Therefore,this paper will analyze the international community's financing and capacity building issues on climate change adaptation from the perspective of climate equity.First,from a theoretical perspective,I point out that mitigation,adaptation,capital and technology are the four pillars of global climate governance,thus leading to the concept of climate change adaptation.Then,sorting out the concept of climate equity.In order to achieve climate equity,we must clarify the rights and responsibilities of developed and developing countries to respond to climate change.This laid the foundation for the theoretical analysis of the full text from the perspective of climate equity.Secondly,it analyzes the equity debate of climate change adaptation.To adapt to climate change,two basic facts must be clarified:first,the adverse consequences of climate change that have been formed are mainly caused by the historical emissions of developed countries,and second,the victims of the consequences of climate change are mainly developing countries with weak adaptive capacity.This paper believes that there are inequity problems existing in financing and capacity building of the international community's adaptation to climate change.Thirdly,from the perspective of climate equity,focusing on the two major aspects of adaptation financing and adaptive capacity building.The funding mechanism under the UNFCCC,bilateral climate funds and private sector financing all provide funds for climate change adaptation.However,adaptation funds are seriously inadequate compared to mitigation.Financing "soft agreements" have prevented adaptation funds from being available.The withdrawal of the United States from the Paris Agreement has worsened climate adaptation issues.These series of challenges have exposed inequities in adaptation financing.There is also an unfair problem in adaptive capacity building.Developed countries have an obligation to support capacity building in developing countries,but there are few practical actions.The lack of precision and policy coherence,in addition political conditions added are extremely unfair to developing countries when developed countries support the capacity building of developing countries.Finally,combining the above two aspects,it is concluded that in order to establish a fair and reasonable international climate system,it is necessary to fully consider the inequity behind the current plan and strive to find a balance between climate equity and feasibility.
