Research On The Evaluation Of Urban Environmental Effects In The Construction Of Provincial Capital Economic Circle

In recent years,the construction of China's urban agglomerations and urban environmental issues have become the focus of academic attention.With the development of urban agglomerations being promoted to unprecedented strategic heights in China,the provincial capital economic circle with central cities as the core has entered a stage of high-quality development.At this stage,it is necessary to maintain a harmonious symbiosis with the urban environment to ensure the healthy and sustainable development of the economic circle.However,during the development of the provincial capital economic circle,it faces pollution problems caused by large population and high proportion of secondary industries,which has increased the pressure on the urban environment.Although there are many provincial capitals such as Zhengzhou and Wuhan in central China,the Hefei economic circle is typical and representative.Firstly,it is the only provincial economic circle with the background of the transfer of national demonstration zones in the Wanjiang urban belt in China.Secondly,it faces a good development momentum in the face of fierce competition from other provincial capital economic circles.For example,it once made its central city Hefei's GDP growth rate the first in the Yangtze River Delta's sub-center cities,and also made Anhui's first place more than 25%.At present,the Hefei economic circle is facing universal problems such as inconsistent economic development and urban environment,which urgently need to be resolved.Under this background,this article is based on regional economic theory,industrial structure optimization and upgrading theory,and sustainable development theory.Based on the synthetic control method,Hefei is used as the treatment group,and the weighted average of the control group is used to synthesize Hefei after the construction of the economic circle in Hefei.The urban environment index of the city uses the difference between the real value and the composite value to evaluate the urban environmental effect of the Hefei economic circle.The study found that before the construction of the Hefei economic circle,the real value and the composite value fit well.After the construction of the economic circle,the synthetic value showed a staged situation that was greater than the real value and then less than the true value,indicating that the construction of the Hefei economic circle has an impact on the urban environment.Obvious phase effect,that is,when the construction of provincialcapital economic circle is in the early stage,the quality of the urban environment will decline due to population concentration and industrial transfer;however,as the construction of provincial capital economic circle enters the middle and late stage,due to the rapid growth of strategic emerging industries and the reduction of energy conservation.The improvement of the level of row technology has significantly improved the quality of the urban environment in the area.The further robustness test proves the conclusion that the urban environmental effects of the construction of the provincial capital economic circle are phased.Based on the above research,this article puts forward three suggestions: firstly,pay attention to optimizing the industrial structure and increase the role of the tertiary industry in boosting the economy;secondly,strengthen the integration of "industry-study-research" and build a technological innovation mechanism;third,actively implement environmental standards system to increase pollution prevention efforts.
