In recent years,with the rapid development of economy,China is in a period of high incidence of emergencies.Compared with previous years,the frequency of emergencies has increased significantly,which brings an increasingly serious impact on society.The disaster-stricken areas need a large number of emergency supplies,such as water,food and medicine.A most reasonable regulation scheme of the emergency supplies needs to be adopted to deliver the relief materials to disaster-stricken areas in time,which directly affects the effectiveness of the whole emergency rescue operation.Therefore,in the process of dealing with emergencies,it is necessary to establish a reasonable emergency supplies dispatching system to ensure the supplies needed in the emergency process and control the impact of disasters in a minimum range.In this paper,firstly,the limiting conditions of emergency materials scheduling problem under an emergency situation are analyzed and the Differential Evolution(DE)model based on inflection point is proposed.The TOPSIS method based on information entropy is used to evaluate the emergency material scheduling scheme,which realizing the dynamic optimal allocation.The main contents of this paper are as follows:(1)Emergency material scheduling model is a multi-objective optimization problem.In order to improve the solving efficiency,a corner point-based algorithm(CPA)based on differential evolution algorithm is proposed to solve constraints multi-objective optimization problems.The evolutionary algorithm consists of two stages.The first stage is to find corner points by the proposed method.The second stage is to approach the real Pareto front and a novel diversity and convergence mechanism can be implemented in the second stage,which provides the theoretical support for solving the emergency material scheduling model.(2)According to the systematic modeling method,a multi-objective model of emergency material dispatching is proposed,which aims at the shortest time and the lowest cost.The model is more practical and universal and the meanings of variables and constraints in the model are explained,exploring the differences and connections between different situations.(3)Considering that the probability of emergencies in different situations will vary with the change of the emergency plan adopted,the emergency plans should also be adjusted in time.This paper applies prospect theory to the dynamic optimization of emergency material dispatching and proposes a method to evaluate and optimize emergency material dispatching plan.
