Overall Assesment And Researchment Of Steric Effects Of High Quality Development In China

The 19 th CPC National Congress pointed out that socialism with Chinese characteristics has entered a new era,and so has Chinese economic development.The basic feature is that Chinese economy has shifted from a stage of high-speed development to a stage of high-quality development,and the brand new development requirement is high-quality development.To promote high-quality development is an inevitable requirement for sustained and economic development.It is also an inevitable requirement for adjusting to the changes to the principal contradiction in Chinese society,completing the building of a moderately prosperous society in all respects and a modern socialist country in all respects.To promote Chinese high-quality development in the new era,scientific and reasonable standards of judgment must be established first.Only by establishing a scientific evaluation system can the level and quality of economic development be multidimensionally measured in a more scientific way.The comprehensive evaluation of the high-quality development in China and the study on the space effect are helpful in understanding the situation of the high-quality development in China and optimizing the high-quality development according to the conditions in different regions.This paper refers to the current academic circles' definition of the connotation of the quality of economic development and makes an analysis of the basic situation of highquality development based on economic development's effectiveness,coordination,innovation,sustainability and sharing.It selects 14 indicators to build an index system to evaluate high-quality development.Then adopting corresponding index data of Chinese regions in 2010,2015 and 2017,the system uses the entropy method to measure their high-quality development and a comprehensive evaluation is made.Then,according to spatial econometrics,the spatial autocorrelation coefficient is used to test whether there is spatial dependence.And the spatial distribution of high-quality development in Chinese provinces is divided into four classes and clusters by the autocorrelation graph,and the spatial lag model is built.The results show that the differences in economic development and sharing development in China are increasing,and the gap in innovative development,green development,coordinated development and open development between developed and less developed regions is gradually narrowing.Innovative development contributes the most to high-quality development;Beijing led the country in 2017 with 73.816 points which indicates that economic development has shifted rapidly to high-quality development.Initial achievements have been made in Guangdong,Shanghai,Jiangsu and Zhejiang,and the overall level of high-quality development has increased sharply.The level of high-quality development in the central regions is not high,but with high speed growth.the level of high-quality development in western and northeastern regions is quiet low.The growth is not significant and still at the initial step.In general,Chinese high-quality development is severely polarized.Chinese high-quality development is positively correlated in space,mainly concentrated in the BeijingTianjin-Hebei economic development zone,the pearl river delta region and the Yangtze river delta region,showing relatively strong agglomeration and spillover effects.
