Our country's regional water use has been subject to water shortages for a long time,and water resources have become an important non-traditional factor affecting national security.Cross-basin water transfer is the most effective engineering method to solve the contradiction of my country's water resources at this stage.Solving the problem of coordinated allocation of external water transfer and local water after the implementation of the project has become the main research direction in the wading field.The central region of Anhui Province under the influence of the Yangtze River-Jaihuai project is a typical area with prominent contradictions between external water transfer and local water.Faced with the risk of cities gradually occupying water for agriculture and ecological environment,this paper is based on the existing water resource allocation model of the research team.Aiming at the complex engineering relationship and water supply relationship between the water transfer system and the local water resource system in the water receiving area,and the diversified water consumption units,the surface water plant is used as a link to establish a refined multi-water source optimized configuration of water source-water plant-user(WWU)The model strives to maximize the benefits of water transfer projects from the technical point of view,as far as possible to ensure the coordinated development of the regional ecological environment and economic society.The main research contents and conclusions of this article are as follows:(1)Conduct research on water supply and demand in central Anhui Province.Through quantitative analysis of the total amount of water resources in the region,the status quo of utilization and future regional development trends,the statistics of the average water supply for the planning level year(2030,2040),the Pihe Irrigation District,the Huaihe River,the Chaohu Lake,the Yinjiang Jihuai Project for many years They are 2.98 billion m3,134 million m3,51 million m3 and 381 million m3,respectively.Based on 2017 as the base year,according to the regional economic and social development requirements,combined with the water quota method,under the guarantee rate of 50% and 80%,the total water demand in 2030 and 2040 is predicted to be 2.895 billion m3,3.535 billion m3 and 3.017 billion m3,3.692 billion m3.(2)Construct an optimal allocation model for multiple water sources in the central region of Anhui Province.Generalize the description of the regional water supply network and user units and draw a system network diagram of the water source-water plant and water plant-user.Based on the existing water resource allocation model of the research group,adding the allocation goals and constraints of guaranteeing the agricultural water supply guarantee rate of the Pihe Irrigation District and considering the dual water sources at the tail of the irrigation area to further optimize the calculation process,and then establish a regional water source-water plant-user Refined model.The model uses ten days as the minimum time unit to perform calculations,and realizes the rational allocation of water resources in the region by carefully simulating the process of water supply and demand by users.(3)Carry out the formulation and optimization of water resources allocation plans.In order to better divert the water from the Pijiang River to the Huaihe River project,some of the Pihe River water used for irrigation will be used,so that more high-quality Pihe River water will be used in the downstream Hefei city to achieve "optimal water use".In this paper,according to the characteristics of the local water network,the order of the irrigation water at the tail of the Pihe Irrigation Area is appropriately adjusted,and three parallel water resource allocation schemes are set up.Finally,it is calculated that the planned level can add 1.31-235 million m3 of high-quality Pishui to Hefei City every year.Among them,the “Yijiang Tiwa” scheme has the largest replacement irrigation area and the largest amount of water replaced.The “Tiwa Tiwa” scheme,except for building a new open channel in the Qiannan Main Canal,only rehabilitates the derelict water replenishment station,and the economic cost is lower..This article recommends that the region implement the "Tivatti" plan in the future.In the near future,in the central region of Anhui Province,priority will be given to the construction of newly built open channels in the Qiannan Main Canal,which are less difficult to alleviate the current water shortage problem.Before 2040,supplementary construction of water resources allocation projects in the main canals of Wadong and Waxi will be carried out.
