Research On The Cost Compensation Under Public Participation In Environmental Governance

In the globe situation of rapid economic development,China's environmental pollution problems emerged.In order to improve the state of ecological resources and environment,we should not only rely on the government to formulate and carry out environmental protection policy,but also depend on the public to participate the government's environmental decision-making and supervise the government's environmental behavior.With the haze,water and other environmental problems deepened,under normal condition,public should pay more attention to the government's environmental behavior and participate the government's environmental policy-making,but it turn out that the cost of public participation hampered the enthusiasm of public participation.So it is necessary to analyze the internal economic motivation of public participation and compensate the cost of public participation.This paper analyzes the necessity of public participation in environmental governance under the guidance of various theories involving externalities,transaction costs and property right system,public goods,environmental right,deliberative democracy theory and public agent theory.Then,this paper analyzes and empirical tests the defect of traditional cost compensation mode.Based on the public participation influence model,this paper selects public income as proxy for the cost of public participation and select the public petition and civil lawsuit as proxy for the degree of public participation.The result shows that the cost of public participation negatively related with the degree of public participation.Once more,this paper analyzes and empirical tests the necessity of cost compensation.Add the budget compensation to the public participation influence model,the result shows that cost compensation can lower the negative relation of the cost of public participation and the degree of public participation.And this paper appeals to build the collaborative cost compensation mode.Besides,after analyzing the cost under public participation in environmental governance,this paper builds a cost compensation model.Ultimately,suggestions are proposed in this paper according to the theories and researching results,from designing and building cost compensation system under public participation,building implementation guarantee of budget compensation on the cost under public participation in environmental governance and calculating the cost and the compensation of public participation three aspects.This paper wants to bulid collaborative environmental management mode and cost compensation mode,build the cost compensation model and establish the cost compensation system under public participation.
