Research On The Innovation Of Grass-roots Safety Production Supervision Mechanism

With the accelerating process of urbanization and industrialization in our country,the problem of unaccustomed and uncoordinated between safety management levels with modern urban development requirements is more prominent.Safety production is related to the people's livelihood.The Party Central Committee,with General Secretary Xi Jinping as the center,attaches great importance to safety production work and makes instructions on many occasions.The Third Plenary Session of the 18th Central Committee of the CPC made it clear that,"We will deepen the reform of production safety management system".Recently,the central committee of the communist party of China has issued the deepening the reform of the party and state institutions plan to set up emergency management department,aims to perfect the system of public security,prevent and resolve major workplace safety risks.Grass-roots safety production supervision as the end of the entire safety production supervision work,is the key to carry out the superior policy and produce concrete results.Therefore,it is necessary to strengthen the innovation of grass-roots safety production supervision mechanism continuously.This thesis draws on the original research results and adopts a research method combining theoretical approach,questionnaire survey approach,case studies research approach.From the perspective of public management,the thesis analyzes and discusses the safety production supervision mechanism in Tianqiao District.Combining with the actual situation of safety production grid management work carried out in the Tianqiao District,the thesis put forwards countermeasure proposals from the aspects of improving the incentive mechanism of safety production supervision,strengthening the construction of the grass-roots safety production supervision team,and expanding the functions of the Comprehensive safety supervision system to promote the innovation of grass-roots safety production supervision mechanism.This thesis is divided into six parts.The first part is the introduction,mainly the basic situation of the thesis.Firstly,this thesis introduces the research background,research significance,the current situation of domestic and foreign research,research ideas,framework and methods.The second part introduces relevant concepts and introduces the theories of government regulation,public goods,performance management,etc.to demonstrate the theoretical basis for innovation of basis production safety supervision mechanism.The third part introduces the basics of the implementation of the safety production grid management in Tianqiao District,including the current status and problems of safety production supervision enterprises in Tianqiao District,the status of organization and staffing of safety supervision institution in Tianqiao District,and the current status of safety production supervision in Tianqiao District.The analysis of the data demonstrates the current status of safety production supervision in Tianqiao District.The fourth part introduces the safety production grid management practice in Tianqiao District,including the construction of safety production grid management system,the method of improving the quality of innovative law enforcement team and building a grid based supervision information platform.It also points out the new challenges in the operation of safety production grid management.In the fifth part,in order to solve the problems existing in the operation of the safety production grid management mode in Tianqiao District,the author puts forward opinions and suggestions from macroscopic aspects and microcosmic aspects.The sixth part summarizes and analyzes the main conclusions of this paper,clarifies the innovations of this thesis,and points out the deficiencies and next research direction.
