Research On Safety Supervision Of Road Hazardous Freight Transportation In Shandong Province

With the development of the economy in our country,the application of hazardous freight spreads through all sectors of the industrial system and plays an irreplaceable role in the industrialization of our country.Transport links is indispensable for the productions transported from the production sector to the use of sector,and road transport is one of the very important modes of transport.Road transport of dangerous goods has the characteristics of strong professional,high dynamic risk and great harm caused by accident;therefore,safe transport is the prerequisite and guarantee for the transport of hazardous freight by road and is the maximum benefit pursued by the administrative departments of industry and the related enterprises.Based on the theory of government safety supervision and the actual situation of Shandong Province,this paper reviews the government’s practice in taking the safety supervision of road transport of hazardous freight,finds their existing problems and analyzes the reasons of these problems.Then,based on the advanced domestic and foreign experience,this paper puts forward specific countermeasures to support decision-making about road safety supervision of hazardous freight transport in Shandong Province.At the same time,as a useful supplement to the previous research,this paper studies the transportation of hazardous freight from the perspective of the safety supervision of the local administrative departments.This paper consists of six parts.The first section is the introduction,including the background and significance of this research,the research status at home and abroad,the main content of this research,and ideas,methods and the basic framework of this paper.The second section introduces the basic theory of government safety regulation and the related concepts,and discusses the internal relationship among government social regulation theory,public safety management theory,accident causal chain theory and road safety regulation of hazardous freight transportation.From the aspects of the state and Shandong Province,the third section analyzes the development status of the road hazardous freight transportation industry in Shandong Province,and combs the development process and practical exploration of safety supervision of road hazardous freight transportation in Shandong,and summarizes the main results obtained.In the fourth section,we find out the problems of the road safety supervision in Shandong Province such as the weak supervisory power of regulatory bodies,the blind content of regulatory contents,the laggard supervision means and the inadequate implementation of regulatory measures.Based on this,from the aspects of institutional setting,legal system,development policy and ideology,we analyze the reasons of these existing problems.In the fifth section,based on the typical experience in the supervision of the safety of road transport of hazardous freight in advanced areas,we analyze the significance of the relevant revelation.In the last section,we propose some concrete measures to enhance regulatory work about the safety of road transport of hazardous freight in Shandong Province,including improving laws and regulations,perfecting system and mechanism,intensifying industrial transformation and upgrading policy,strengthening safety culture construction,enhancing participation of social forces and strengthening informatization means.
