Research On The Relocation And Transformation Of Dangerous Chemicals Enterprises In Henan Province

With the further acceleration of the urbanization process and the expansion of the urban boundary,the distance between the dangerous chemicals production enterprises and the towns is narrowing.Once the dangerous chemicals leak or the energy is released,it is very easy to cause serious safety accidents.In 2015,after the outbreak of the "8.12" explosion in Tianjin,the CPC Central Committee and the State Council attached great importance to the relocation and transformation of hazardous chemical production enterprises in urban densely populated areas.This article analyzes and expounds the work of the Henan provincial government from the perspective of government governance.Since 2012,Henan provincial government has continuously promoted the relocation and transformation of hazardous chemical production enterprises in the urban population intensive areas,and achieved some achievements,but there are some problems,such as unsound working mechanism and uncoordinated department coordination;The layout of the district is unreasonable,the location of enterprises is difficult,the project approval cycle is long,the business environment needs to be perfected,the enterprise capital gap is large,and the financial support is insufficient.According to the different lead units,this paper divides the relocation and transformation of hazardous chemical production enterprises in the urban population intensive areas of Henan province into two stages,and describes the work situation in each stage in detail,mainly to find out the base number of the hazardous chemical production enterprises which need to be relocated and reformed,and to form a list;Nan province promotes the implementation plan of relocation and transformation of hazardous chemical production enterprises in densely populated areas of cities and towns,and conducts a thorough evaluation of Henan Chemical Industrial Park.Through the analysis of the status of the work,from the three angles of government,enterprise and society,this paper lists the existing problems of the relocation and transformation of hazardous chemical production enterprises in the densely populated areas of Henan Province,and analyzes the existing problems of Henan province from the government,the enterprise and the society in three aspects,which are the reasons for the government governance.There are reasons for the government governance,such as the backward government concept,the imperfect communication and coordination mechanism,the imperfect functions of the government departments,the lack of human resources and the unreasonable performance appraisal system.For reasons such as chess,there are social reasons for weak public safety consciousness and limited strength of the masses themselves.Finally,referring to the laws and regulations and documents issued by the state and Henan Province,drawing on the experience of Shandong province and putting forward the countermeasures and suggestions,it is mainly divided into five aspects.One is to strengthen the construction of the government itself,put forward four countermeasures to change the concept of government governance,strengthen the relocation and transformation of the leadership,straighten out the functions of the government departments,and rationally allocate the human resources.The two is to solve the problem of enterprise capital,put forward four countermeasures to strengthen financial policy support,play the butt role of silver and enterprises,strengthen the implementation of the policy and set up the relocation fund.Three is the multi policy service relocation enterprise,mainly from the service enterprises,and put forward to standardize the development of chemical industry park,carry out two-way docking mechanism,There are five countermeasures to optimize the business environment,solve the problem of employees properly and establish the service system of liaison staff,and the four is to pay attention to the management of the process of relocating and reforming,and according to the order of the relocation and transformation,three countermeasures are put forward to do a good job of safety prevention and control plan,the safety management in the event,and the strengthening of the supervision and management of the safety and environmental protection in the later period.Five is to strengthen the propaganda and supervision.Three countermeasures were put forward,such as increasing publicity and promotion,strengthening supervision and inspection,and scientifically comprehensive assessment and assessment.
