Due to the sluggish coal market,many state-owned enterprises with coal as the main industry have been in economic difficulties.To reverse the unfavorable situation of the operation of the enterprises,state-owned enterprises have implemented job placements for surplus personnel through reform measures such as "decrease and diversion".Due to the lack of dependence on business and lack of market information,some workers have made conservative employment choices,that is,continue to work in the original enterprise.Under the drive of economic power and the desire for market jobs,some workers choose to leave the company to find their own way out.This article is based on the case survey data of state-owned workers in State B mines in J City,Henan Province,and analyzes the current employment selection and logic of workers in the context of "increment and diversion".From the perspective of Giddens’ structuring theory,the different employment choices of workers are regarded as the process of mutual influence and construction between the external social structure and the actors within the actors,that is,the workers themselves.In this study,the dominant institutional arrangements,the market economy with configuration resources,and the public opinion with ideographic rules are seen as external social structures that influence the employment choices of workers.The main factors of workers are employment skills.employment concepts and cultural habits,etc.,to further explore the influence of the two affect workers’ employment choices.Finally,based on the structural theory perspective,this paper believes that the employment choice of workers is the result of the interaction between external social structure and actors’ internal factors.The social institutional arrangements,the allocation of secondary labor markets,and the popular mainstream public opinion of "state-owned enterprises’ preferences",these regular and resourceful structural factors have exerted important "structures" on workers’ employment choices.At the same time,the"customary habits" under the long-term system of units have deepened the dependence of workers on businesses,making them appear to be attuned to the status quo and not willing to face the competitive mentality of employment.The scarcity of workers’human capital and social capital also constrains the realization of their rationalized employment options.In addition,the workers who are the main actors in the action are not completely passive "line puppets" before the structure.Once there are new job opportunities,they will also take strategic employment actions.
