Assessment Of Water Ecological Clivilization In The Northern China Of Water Scarce Cities-Zhengzhou

With the continuous development of economic and social and the progress of human civilization,the demands of the living area and natural environment for people have become higher and higher.Not only require that the mountains and rivers are beautiful and the ecological environments are good but also pursuit the good balance between human and nature.The constructions of ecological civilization have been claimed by the 18 th national congress of the communist party of China,it will be combined the construction of the economic,the political,the cultural and the social these were named “five in one” to build for the socialism with Chinese characteristics.The Ministry of Water Resources launched the construction of water ecological civilization in the country widely at the end of 2012.Zhengzhou was identified as one of the first test projects for water ecological cities in China.In order to evaluate the construction of water ecological in Zhengzhou scientifically,this paper was based on the analysis of the concepts and connotations of water ecological civilization,constructed an evaluation index system for the construction of water ecological and civilization,evaluated the effectiveness of the construction of water ecological civilization in Zhengzhou,and put forward the construction model of water ecological civilization in typical northern cities with water shortage.It plays a demonstration samples for the construction of water ecological civilization in other similar regions.The main research contents and results of this article are summarized as follows:It was based on summarizing the concept of water ecological civilization and analysing the connotation of the construction of water ecological civilization to build a water ecological civilization evaluation system,which covered these six aspects and twenty one indicators: the most stringent water resources management,the optimal allocation of water resources,the flood control and drainage systems,the water conservation management,the water resources protection and water ecological restoration and the Water culture construction.All of these determine the method of evaluation index and the evaluation standard.This paper was integrated with the water resources,water environment,water ecology,water management,water projects,and water culture of Zhengzhou.It evaluated the current situation of the water ecological civilization construction,assessed the problems in the construction of water ecological civilization,and proved the necessity and feasibility of construction of water ecological civilization.The evaluations results show that the overall scored for the current situation of construction of water ecological civilization were 64.0 points that reached the standard of water ecological civilization basically.According to the working and evaluation indicators during the test period,the effectiveness of water ecological and civilization construction in Zhengzhou was evaluated.Through the three-year test period,the comprehensive score of water ecological civilization construction in Zhengzhou was reached 88.6 points that means the construction goals and tasks were successfully completed with good results.Zhengzhou is a typical water-short city in northern China with bad water quality and water resources where is as an example,following the construction concept of “priority for water conservation,reaching water resource and groundwater exploitation,recycling using resource,and river flow easily”,to propose the mode of building water ecological civilization in typical water shortages cities in the north.It provides a reference for similar regions in China to build the construction of water ecological civilization.
