Analysis On The Mechanisms And Impact Of Coal Power Price Transmission Considered Fxternality Of Coal

The 19th CPC National Congress put forward the concept of green development,including the conservation of non-renewable resources and the improvement of environmental protection standards.The power industry as an important industry which concerns China’s national economy and people’s livelihood.And coal power generation plays a main role in the power industry.In 2016,coal-fired power generating capacity is about 60%of the total installed capacity.However,in the whole industrial chain,the coal-fired power generation unit not only uses the non-renewable coal resources,but also produces a large amount of solid and gaseous pollutants in the process of coal mining and generating electricity.One of the policies which has been stipulated in THE 13th Five-year plan is the closure of 100MW power plant and the power plant without FGD and SNCR.Although there are some taxes and levy at present,which aimed at the environment and resources in our whole coal power industry chain,such as discharge,resource tax levy and so on.but because of its low proportion compared with the actual damage cost,it didn’t work well to alert for the entire industry’s environmental protection consciousness.And the negative externalities involved such as water resource depletion,resource depletion,ecological environmental damage and other costs are not borne by producers or consumers,resulting in significant losses of national society.Therefore,the arrangement of externalities in the coal and electric industry chain can promote the real value of coal burning price under the premise of strengthening environmental awareness.Based on the above situation,in order to realize coordinated development among our country coal industry chain and economic,social and environmental,it is necessary to make scientific analysis and external cost of coal business accounting.And at the same time,it makes the relevant enterprises realize its production activities can cause negative externalities.On the basis of effective control,they can push to reduce the impact of negative externalities.In this paper,on the basis of the reading of vast amount of literature,make the overall combed the coal industrial chain cost of coal mining,coal transportation cost,coal-fired power generation cost,and scope the negative externalities which have not been involved in the faxes.Based on the theory of externalities and internalization of environmental costs,the externalities are quantitatively analyzed,and the negative externality cost of coal generation is 0.16 CNY/KWH.And the adjustment of the adjusted price of the benchmark price is calculated according to the existing rules of the policy of Mechanism of Coal-Electricity Price Linkage.In the case of coal power generation enterprises,considering coal externality increase the cost pressure increases and profitability decreases.According to this conclusion,the qualitative impact analysis and policy suggestions are carried out in the aspects such as government,coal mining enterprises,coal power generation enterprises,industrial chain involving employees and power users.It is of great significance to realize the orderly development of the whole industry and the sustainable utilization of resources.
