Research On Risk Sharing Of PPP Project In X County Wastewater Treatment Plant

In recent years,China's urbanization process has been accelerating,the number of urban population is increasing,and the rapid growth of urban sewage has brought great challenges to the sewage treatment facilities in small towns,and the problem of water pollution is becoming more and more serious.The regulations on urban drainage and sewage treatment issued in 2013 expressly provide for the encouragement of social funds to participate in the investment,construction and operation of urban drainage and sewage treatment facilities in various forms.At present,PPP model in the sewage treatment industry more and more applications,including a number of successful cases,but failure is not uncommon,this is mainly because of the long running cycle of PPP projects,so in the cooperation period,there will be many risk factors,these factors exist in the project cycle in various stages,affect the continuous development of the project,some even led to the termination of the project,the process of the project is also a large part of the process of risk,it can be seen that more perfect risk-sharing mechanism for the smooth implementation of the project play a very important role.Especially for the grass-roots government,no matter from experience accumulation or talent reserve level is still not high,so,the existing sewage treatment plant PPP project research,find problems,experience is very necessary,which will enable more projects to be successfully carried out and run.By means of literature research,questionnaire,expert interview and other methods,the paper chooses the project of the X County Sewage treatment Plant PPP as the research object,and then combs out the problems in the process of risk sharing,analyzes the reasons and finally seeks the solution.The article is composed of four chapters,the first chapter is the introduction,the overall introduction of the background and significance of the topic,the research literature at home and abroad summarized,and summed up the main contents of the thinking and framework.The second chapter introduces PPP risk factors and risk sharing concepts,and lay a good theoretical foundation.Chapter three begins with the introduction of the PPP project of the X County Sewage Treatment Plant,the paper also gives the whole research method,design and implementation process,and points out the problems in the process of project risk sharing,such as low risk management ability,higher risk probability of government,risk sharing agreement and actual sharing effect.Then the analysis of the causes,mainly for the training mechanism is not perfect,the use of power at will,the lack of financial funds,the legal system is not perfect.The fourth chapter is about the problems and causes from talent training,the government management,the legal system construction and so on three aspects summarized seven measures suggestion,respectively for consummates The talented person training mechanism,promotes the talented person experience sharing,the government management aspect,promotes the equal participation,enhances the payment ability,the consummation supervision examination mechanism,the legal system construction aspect,the clear PPP model legal system construction goal,the establishment of legal risk sharing mechanism.
