| As an important means of balancing benefits between stakeholders,ecological compensation mechanism can not only promote the protection and improvement of the ecological environment,but also facilitate the fair economic and social development.Under the leadership of the central ministries and commissions,a series of government-led key ecological engineering projects has been implemented in China,in which ecological compensation schemes were applied to provide certain levels of monetary,material,financial,and technical compensations and subsidies for governments and people at all levels in the project area.Based on regional differences,this study is to systematically analyze the implementation of various ecological construction projects in Inner Mongolia from 2000 to 2016 according to the framework of sustainable development,by using GIS as the platform.According to the analysis of the ratio of the per capita subsidy to net income,there are large differences between ratios from various areas..Next,the AHP-PCA is used to comprehensively evaluate the sustainability of the ecological compensation in the current ecological construction projects.The results show that the ecological compensation implementation in Inner Mongolia has a strong capacity for sustainable development under the joint operation of the three major subsystems,economic,social and environmental subsystems,namely.From 2000 to 2017,the score of sustainability is at the state of fairly sustainable and above,showing a good upward developing trend.The coordination degree between any pair subsystems is further evaluated through a coordination degree model.The results show that the coordination degrees between various pairs of subsystems,economic-social,social-environmental and economic-environmental conditions are all above the intermediate coordination status.The overall coordination of ecological compensation presents the development trend from intermediate coordination-good coordination-high quality coordination-good coordination-intermediate coordination.Finally,the existing problems of the current ecological compensation in Inner Mongolia are analyzed,and recommendations are made to provide reference for subsequent researches. |
