The Study On The Risk Management Of Floating Production Storage And Offloading Project

According to the distribution of oil resources in the world,the offshore oil development has dried up,and there are more and more deep-sea projects,and overseas investment projects.The exploitation of the deep sea is suitable for the use of FPSO oil and gas treatment equipment.When taking overseas petroleum projects,in order to guarantee the smooth operation of the FPSO project,the importance of risk management is becoming increasingly prominent.The risk management research of large oversea project is weak in our country,haven't form a perfect risk management system,to improve the international petrol project risk management become an important topic of academic research.Through the deep analysis of FPSO project risk management situation,based on the background and method research,and expounded on the international project risk management theory,this paper combined the FPSO project risk types in design,investment,construction and operation process,and used expert judgment method and questionnaire method to choose and analysis the multiple factors influencing the project risk,finally set up the general index of project risk factors assessment from the aspects of political and economic policy,environment,market and so on.In using Delphi method,fuzzy evaluation method combining qualitative and quantitative analysis,,put forward a series of suggestions and improvement for risk mitigation,risk prevention,risk control of FPSO international project,which including: strengthen risk identification,establishing the system of risk management system and early warning system,establishment of risk control handbook which helps for risk reevaluation,strengthen and firm the risk management process and so on,.Hope to start from prevention,set up the risk factors controlling method,avoid and reduce the risk of FPSO international project risk management and development in order to improve and enhance the FPSO international project risk management.
