The Yangtze River is one of the most important waterways in our country and in the world,and its great capacity and important position have played an irreplaceable role.Relying on the golden waterway,promoting the development of the Yangtze River economic belt is an important part of the modernization strategy.The construction of water transportation safety is of great significance to promote the sustainable and stable development of the Yangtze River economic belt and to accelerate the construction of the golden waterway.However,there are water transportation accidents occasionally in the Yangtze River.For example,"Oriental Star" ferry capsized when the ship was in Jianli County,Jingzhou,Hubei,which killed 442 people and had a negative impact on the Yangtze River shipping.At the same time,it caused serious social and political influence.During the period of 2001-2016,the number of water transportation accidents was 702.5 in the Yangtze River Maritime Bureau.The death toll number was 901.The number of shipwrecks was477.The economic losses were $323 million.The situation of water traffic safety is still grim in Yangtze River.Most of the traffic accidents in the Yangtze River are caused by the interaction and mutual influence among the risk factors.Therefore,the research on the coupling risk in Yangtze River,and the study on countermeasures and suggestions to reduce the risk of water transportation in the Yangtze River are important to further enhance the safety level of the water transportation in Yangtze River.In this paper,the coupling risk of Yangtze River water transportation safety is the object.Through field investigation and reading relevant books and literatures,this paper sums up the influence factors of water transportation safety risk in Yangtze River.Based on the theory of safety system engineering,the main factors affecting the coupling risk are selected from the aspects of personnel risk,ship risk,environmental risk and management risk.This paper defines the basic connotation of risk coupling.Combined with the analysis of accident cases in Yangtze River,start to research the single factor coupling risk,double factors coupling risk and multi factors coupling risk in Yangtze River.Through reverse processing and standardization of the basic datas,the dynamic model and the coupling model of theYangtze River water transportation safety coupling risk system are constructed.On the basis of inertia decoupling,elastic decoupling,incentive decoupling,combined with the safety management of Yangtze River water transportation and the actual calculating results,this paper puts forward some decoupling strategies,which is important to promote the water transportation risk management system in Yangtze River.
