Game Research On Environment Protection Of Mineral Resources Development In Grassland Region

In the early formation of human society,mineral resources were found and exploited as the object of labor by human beings and became the basic source of production and subsistence.When mineral resources were buried beneath the grass,its development and utilization will have impact on the ecological environment of grassland.The grassland area in China accounts for 40%of total land area.A large number of mineral resources are distributed in grassland areas.Due to the lack of scientific guidance,legal regulatory constraints and the conscious of ecological protection,the environmental issues in grassland mining region have become increasingly prominent.Many mining companies only focus on the profit of mineral resources development in the immediate and ignore environmental protection and pollution control,which have a serious impact on the grassland region.Aiming at environmental problems in grassland region in China,the paper chooses Game Research on the Environment Protection of Mineral Resources Development in Grassland Region as the theme.The main contents of the paper are as follows.The first is delimiting the interest stakeholders of mineral resource development in grassland areas and analyzing the game relations between them.The relations contain core interest stakeholder game relations and the non-core ones.The second is building the game model of mineral resource development in grassland areas.The game analysis that involves mineral resource development companies indicate that:without the supervision of government,mineral resources development company tends to overuse grassland environment resource and supply it insufficiently;the important factors that have impact on whether the company will protect the environment or not includes the penalty imposed by the government,the profits and costs of protecting environment.The non-core interest stakeholders game analysis shows that:compared with making basic standards,adopting incentive measure is more conducive to encouraging local governments to protect the environment and to maximize the income expectations of central government;in order to improve public participation in environmental protection,it needs to improve the supervision and reporting mechanisms,increase compensation for environmental protection.The third is proposing policy recommendations of promoting environmental protection during the process of mineral resources development which is based on the results of the game analysis of mineral resources development in grassland region.This paper chooses stakeholders as the point of the game research,not only provides a new way of the study on environment protection of mineral resources development in grassland region,the conclusions and policy recommendations can also strengthen environmental protection in the process of mineral resources development in grassland area and promote the sustainable development of grassland area.
