In recent years,the impact of non-point source pollution in many parts of the world has gradually replaced point source pollution as an important cause of surface water pollution.In our country,the problem of agricultural non-point source pollution is particularly serious,and poses a great threat to the further sustainable development of China’s environment and agriculture.Up to now,non-point source pollution control lacks law in our legal system,except the relevant policies and regulations manage non-point source pollution.There are poor coordination between policies,affecting its effectiveness and result.So the management of non-point source pollution has little effect.The effectiveness of management measures under existing management policies is an important link in further developing mutually coordinated management policies.Nuozhadu reservoir area is located in the southwest of Yunnan remote mountainous area,covering nine counties of Pu’er City and Lincang City.In this area,the agricultural population is large,their production activity is intensive,and the rural non-point source pollution is serious.At the same time,Nuozhadu reservoir is an important water source area in the downstream area,and the water environment in the reservoir area directly affects the safety of drinking water downstream.This study is based on combing the existing laws,regulations,policies and measures of non-point source pollution management in China.selecting Nuozhadu reservoir district two towns throughout the comparative study of non-point source control management effectiveness.We explores and analyzes the results of the reduction of pollutants in the presence of non-point source special management measures and then determines the effectiveness of relevant management measures in this region.In order to provide scientific basis for constructing the policy system of reservoir non-point source pollution.The main contents and results are as follows:(1)Under the policy of "Clean Lincang",through soil testing and fertilization,the average reduction in unreasonable fertilization is 367.06 tons in 2015.Compared with 2010 to 2014,the average annual reduction in unreasonable fertilization(215 tons)have greatly improved.(2)This paper compares the rural domestic waste disposal with natural situation and management measures.The results show that the waste rate of the waste incineration measures in the Quannei town of Linxiang District is 100%,which is much higher than that Yizhi Town of Jinggu County.There are three main ways to deal with domestic waste:simple incineration,centralized treatment,random stacking.The effect of three treatments on the reduction of domestic waste was 42%,67%and 32%,and the average reduction rate was only 45%.(3)This paper concludes that if the government popularized garbage incinerators to all the towns in the reservoir area,the reduced rate of domestic garbage would increase to 67%.
