In recent years,China’s rapid economic development,industrialization,and urbanization have all achieved tremendous success.However,in this process,China’s ecological environment has paid a huge price and suffered serious damage.The emergence of this phenomenon is not accidental,it is related to the fact that our country has always paid more attention to the economic benefits of environmental protection,and often cannot realize that the ecological environment has integrity and always protects the elements of a certain environment.In response to such a reality,in order to better realize the strategy of sustainable development,China’s highly targeted system of ecological protection has been proposed,and it has been included in the Environmental Protection Law as a basic principle of environmental protection.In the face of China’s deteriorating ecological environment,the country’s ecological security pattern has been seriously threatened.At the same time,the demand of our people for a better living environment is rising.Under this background,the implementation of the ecological protection red line system is not only a simple rational choice,but also a landmark change,the importance of the ecological protection red line highlighted.In the face of this reality,not only has the Central Government actively explored and issued many policy regulations on the ecological protection red line system,but also the local governments are mulling with practical explorations.The demarcation of the ecological protection red line is being actively carried out nationwide.Although the"Environmental Protection Law" has incorporated the ecological protection red line,it seems that the ecological protection red line system has been more recognized and properly implemented,but in fact,relying solely on the provisions of the"Environmental Protection Law," which is highly probable,cannot really implement the ecological protection red line system.At present,on the one hand,the implementation of the ecological protection red line system needs to be further strengthened,and the relevant line-up accountability is not perfect.On the other hand,the ecological protection red line system needs other relevant systems to support it,and the lack of these supporting measures is very serious.This article first explained the basic concepts of the ecological protection red line system,defined the connotation and extension of the ecological protection red line,and focused on the analysis of the types of ecological protection red lines,and also detailed the objectives of the ecological protection red line system.On this basis,the history of the development of the ecological protection red line system in China has been seriously analyzed from a theoretical perspective.On the practical level,Beij ing-Tianj in-Hebei,Jiangsu Province,Zhejiang Province and Shanghai Municipality were selected as representatives to analyze the local practices of the ecological protection red line system in these four places.Based on the above analysis,we discovered the related issues of China’s ecological protection red line system.The full text is divided into three parts:The first part focuses on conceptual interpretation and theoretical introduction.The ecological protection red line system is a relatively new system that has only been proposed in recent years,and there is no experience in the world that can be used for reference.It is an innovative system in China.Therefore,in order to better understand this new system,the first thing is to unify everyone’s understanding of the concept of ecological protection red line,and to identify the relevant categories of ecological protection red line region and the specific objectives of the implementation of this system.The second part is the discussion of the problems encountered in the implementation of the ecological protection red line system in China,including the introduction of ecological protection red line legal system and the practice of ecological protection red line system in various regions.Based on this,the paper concludes that the legal system of the ecological red line in China has imperfect implementation mechanisms,imperfect supporting measures,and the imperfection of cross-line accountability mechanisms.In the third part,based on the relevant issues I found in the second part,through the rational analysis and reference to local specific practices,proposals were made for the problems existing in the above-mentioned ecological protection red line in order to further improve the ecological protection red line system.
