With the rapid development of modern society and economy,the use of water environment and water resources has reached the edge of carrying capacity in China.In the same time,water environment of river basin has become increasingly prominent.All economic development of society was hindered by he backward water environment management system.In this paper,water quality status and hydrological data of the seven tributaries and a main stream in the Meixue River Basin of Fuxin City were investigated by means of the Meix River Basin in Fuxin City.The fine river basin area was identified and the Geographic Information System(GIS).The river length is divided into 19 water environment functional areas,which below Class ? water quality has occupied 38.83%of the total river length of the Meisha River.Using MATLAB(Mathematical Software),which calculation model is established for complete mixing and the water quality of the river is calculated based on the two-dimensional water quality calculation model.Based on the water quality calculation results,it is found that the natural net flow in the fine river basin is small,which leads to the poor self-purification effect of the pollutants on the river,and the length of the river which is completely mixed with the pollutants is longer.Based on the water quality calculation results,COD(Chemical Oxygen Demand),Ammonia nitrogen and fluoride water environmental capacity calculation,from the water environmental capacity calculation results up.The existing water environment capacity of some rivers shows a negative value,indicating that the water body of the river has lost the self-purification function of pollutants;the use of analytic hierarchy process to construct the total allocation of water pollutant discharge hierarchy model,the district to allow sewage the ratio of the amount is the ratio of the weight of each partition to the total amount of pollutants allowed in the area,and the total amount of the sewage is distributed according to this ratio.This method is an ideal way of distribution that solves the unfairness caused by the proportional distribution,which considers the actual difference among the divisions.It provides a new idea for the formulation of scientific and reasonable total distribution scheme.River basin water environment management,pollutant discharge of the total reasonable control and optimal allocation has a certain theoretical value and scientific significance.
