The Performance Evaluation Of Mine Land Reclamation

With the continued and high-speed stable development of economy,the demand for mineral resources is greatly increased.The destruction of land and the environment has run up to a graveness hprizontal,affected the sustainable development of the mining area seriously.So the mine land reclamation has attracted more and more attention and the government attaches great importance to it.On the basis of collecting information and drawing on a large number of previous research results,this article takes Pingtou phosphate mine in Leibo County land reclamation as an example.With the benefit of land reclamation in the establishment of evaluation index system as the core,based on the theory of sustainable development,ecological restoration theory,system theory and performance management theory,through the connotation of benefit analysis,will be divided into two parts to produce benefit evaluation in the implementation of the project benefits and benefits after the implementation of the project,from the analysis of the use of funds,the organization management,project management and economic benefits,social benefits and ecological benefits in six aspects.Selecting 20 individual evaluation indexes to construct a relatively scientific evaluation index system of land reclamation benefit in mining area.Analytic hierarchy process(AHP)is adopted to determine the weight of each index in the index system,and the fuzzy comprehensive evaluation method is used to evaluate the land reclamation in mining area.Through the evaluation of land reclamation efficiency of Pingtou Phosphate Mine in Leibo County,the main conclusions are as follows:First of all,the total benefit evaluation of project area reclamation is 85.6,which means that the project has a good level of benefit,and achieved the desired goal.Secondly,the purpose of land reclamation in the mining area is mainly based on the ecological benefits of the mining area.Because ecological benefit is the premise of all the benefits.Only when the mining environment has been improved can the mining area continue to be exploited and developed.Finally,the mining land reclamation benefit of evaluation index system is relatively reasonable,can basically reflect the actual situation of flat land reclamation head phosphate mining area,the evaluation results provide reference basis for land reclamation activities.Accordingly,the paper puts forward three suggestions to improve the comprehensive benefit of land reclamation from the management level and technical level of reclamation mechanism:(1)the scientific establishment of reclamation scheme,establishing special funds for land reclamation reclamation system,combined with regional advantages;(2)the development of agriculture,and actively expand the financing channels,the introduction of investment,improve the employment rate;(3)focus on strengthening ecological construction.
