Research On Accident Investigation Model Based On System Thinking

In recent years,China’s level of safety production has been greatly improved,but the overall security situation is still not optimistic.The total number of accidents and huge accidents that occur from time to time pose a serious threat to the lives and property of the people.As an important means of identifying the causes of accidents,restoring accidents,and identifying accident responsibilities,accident investigation has also received increasing attention.After many years of development,China’s accident investigation model has made great progress.However,there are still some deficiencies in the accident investigation process.These problems have seriously hampered accident investigation and improvement of the safety level.In this regard,Article 19 of the "Opinions of the Central Committee of the Communist Party of China on Promoting Reform and Development in the Field of Safety Production" proposes a responsibility system for the improvement of the accident investigation team leader,separates the analysis of technical analysis and management causes in the accident investigation report,and establishes a special analysis report.And so on.Through the collection and collation of a large number of related documents,the characteristics of accident investigations in China and other countries are summarized,and the accident investigation models at home and abroad are compared and analyzed to find out the deficiencies in China’s production safety accident investigation system.Systematic dynamics methods are used to systematically consider accident investigations,analyze the problems existing in accident investigations in China,and find out the fundamental solutions to the problems.To provide reasonable suggestions for the improvement of China’s accident investigation work: to sort out the key points in the accident investigation work,propose changes to the current government-led accident investigation model,establish independent investigation subjects,and ensure the separation of technical investigations and administrative investigations.Accident investigations expand public participation and supervision,increase the openness and transparency of surveys,relax restrictions on accident investigation time,ensure the adequacy of technical investigation time and the scientific nature of accident causes;it is recommended that reasonable adjustments be made to the contents of accident investigations.The content of technical analysis will reduce the space occupied by the determination of responsibilities.Finally,it is recommended to strengthen the follow-up rectification and the application of lessons learned.
