Emission inventory as an important tools of quantifying pollution emission and analyzing pollution characteristics is widely applied to air quality forecast,pollution control and air quality improvement.At present,the basic activity emission inventory is mostly based on the big data of environmental statistics above the provincial level,and the method of emission factor is the most common method,which the accuracy and refinement of the emission inventory still need to be improved.Improving the accuracy and refinement of the emission inventory is significant for the implementation of pollution control policies.and the improvement of air quality management.This study research the establishment method of refined emission inventory in the process of coal-fired power plant,and forms the method of material(key element)flow and field measurement in a coal-fired power plant in Jinan.Based on the refined method,an emission inventory based on the unit-based information in Jinan is developed.And through the analysis of emission characteristics based on this emission inventory,the current emission situation is evaluated.Moreover,the future potential reduction is also projected based on the scenario analysis.This study is beneficial for the whole process and refined management of enterprise and the prices control of policy-makers.The research conclusions of this paper are as follows:(l)Through analyzing the material and key element flow of whole process,a refined emission inventory based on the specific production process is constructed so as to achieve the location of pollution sources and emission calculation.Based on this refined method,through in-depth investigation of activity information including unit capacity,boiler type,control technology and coal quality of 34 the coal-fired units in 2016,the refined emission inventory of the coal-fired power plants in Jinan is developed.(2)Through analyzing the emission characteristics of unit and regional distribution,the results show,compare to the 300MW coal-fired power units,emissions from the unit of<200MW are 56.57%and 28.7%higher than those more than 300MW due to insufficient pollution control level.For the emissions of TSP,PM2.5 and PM1O,the situation is just opposite.The emissions from 300MW is higher 48.82%,50.53%,61.96%than the unit of<200MW.This could be attributed to the insufficient efficiency of control level of fine particulate.From the result of regional distribution,the Zhangqiu district emits the most of the SO2、NOx、TSP、PM2.5 in all of the regions of Jinan,and the Licheng district emits the most of the PMIO.(3)The Monte Carlo model is used for the uncertainty analysis and the result show that,the uncertainty interval of SO2、NOx、TSP、PM2.5 and PM10 is-4.18%~4.32%、-19.63%~19,71%、-2.14%~1.94%、-65.43%~62.99%、-7.08%~7.28%under 95%confidence interval.The uncertainty of the emission inventory is largely reduced through detailed basic activity data.(4)Consider the economic development ratio,government development plan and latest control technology comprehensively,the scenario analysis is applied to project the SO2,NOx,TSP,PM2.5,PM10 for the period of 2020 and 2030.The result show that the pollution emission could be reduced under the three scenarios.The emissions of SO2,NOx,TSP,PM2.5,PM10 could be projected to decrease 6.94%、68.41%、39.31%、21.15%、21.97%in 2030 compared with the 2016.The NOx has the greatest potential for emission reduction through improving the efficiency of terminal control technology,while the SO2,TSP,PM2.5,PM10 have relatively limited potential for emission reduction.Therefore,it is necessary to continue digging out the reduction potential from the perspective of source reduction and process control.
