Development and growth-oriented economic activities have accelerated environmental pollution and ecosystem destruction. With the increasing concern for side effects of economic growth, garbage has become an important issue affecting the environment of our country. In recent years, with the development of industrialization and urbalization,China has become one of the most serious countries in the world because of the increasing number of municipal solid waste(MSW)as well as the improvement of people's living standards. The problem of municipal waste management is becoming more and more prominent, which affects the urban environment the quality of life and the health of the urban residents. Therefore,it is necessary to establish the management system of garbage classification and recycling, and to carry out the classification, collection and disposal of municipal solid waste. In order to reduce the pollution and damage to the environment, improve the utilization rate of garbage resources and realize the sustainable development of ecology and economy,it is a problem for the society and the government to reduce the pollution and damage to the environment through the effective disposal of the garbage. As early as the last centuiy, developed countries such as Germany, the United States,Japan and other developed countries have begun to pay attention to the problem of municipal solid waste(MSW)and have implemented the policy of separating municipal solid waste(MSW).In fact,as early as 1996,China also began garbage separation in Daisheng Lane,Xicheng District,Beijing, and put forward relevant opinions in the Beijing Municipal solid waste Management regulations, which came into effect on March 1,2012.However,there is no clear regulation of municipal solid waste separation and recycling methods. In the past 14 years, the state has carried out waste classification pilot projects in Beijing,Hangzhou and other places, but there is no obvious effect, and there are some phenomena such as random or nowhere to dump garbage, therefore In order to truly make the separation and recycling of municipal solid waste a long-term mechanism,it is not only necessary to have government support, financial input, and public participation, but also to promote it in many aspects, including law, education and other aspects. In order to achieve the sustainable development of the whole society, circular development and green development.Taking the classification and recycling of municipal solid waste in Yanji City as the research object, taking ecological city, sustainable development, circular economy and holistic treatment as the theoretical angle of view, through case analysis, literature analysis, comparative analysis, and so on,According to the present situation of municipal solid waste disposal in Yanji city, the research methods such as on-the-spot investigation show that there are some problems in the municipal solid waste disposal in Yanji city, such as the imperfect management system of domestic waste, and the low attention of the government and the public. The collection mode of domestic waste is not reasonable, and the kitchen waste can not be effectively collected and managed. This paper, combined with the experience of domestic and foreign cities, puts forward the municipal solid waste in Yanji City.Measures related to classification and recovery. From the four aspects of government, market, charging system and public participation, this paper proposes to improve the municipal solid waste management in Yanji, establish laws related to the classification of municipal solid wasterperfect the municipal solid waste management system, and strengthen supervision. We will improve infrastructure, implement a collection system for municipal solid waste, and increase publicity on garbase classification.
