Study On The Application Of PPP Model To Urban Ecological Compensation Mechanism

With the improvement of the level of urbanization driven by economic development,urban pollution has become an environmental problem that cannot be ignored.The construction of ecological civilization by the 18 Th National People’s Congress of China is included in the overall layout of "five-in-one",and Comrade Xi Jinping also emphasizes the construction of ecological civilization in the 19 Th National People’s Congress of China."Urban Double repair" means that ecological restoration and urban repair,highlights the important position of urban ecological restoration in ecological compensation.As an important means of ecological governance,Ecological compensation occupies an important position in ecological governance.However,due to local government financial constraints and other problems,the traditional model of ecological compensation’s standard is low and the effect is poor,it is difficult to establish a long-term effective protection mechanism.In addition,ecological compensation funds are fixed an amount and divided or a single disbursement,which is not conducive to the maximum use of funds at this stage.As a new type of cooperative approach,PPP has played a great role in promoting ecological compensation,on the one hand,the addition of social capital has eased the pressure of government fiscal expenditure,on the other hand,the PPP project established by the Government and social capital cooperation has performed better and more efficiently in environmental governance.After analyzing the definition and connotation of ecological compensation、PPP mode、urban development and urban ecological compensation,based on the cognition of the content of "value for money evaluation guidelines" promulgated by the Ministry of Finance,this paper uses qualitative and quantitative analysis methods to identify the applicability of PPP mode in ecological compensation.At the same time,the upper limit of urban ecological compensation standard under PPP mode is obtained,and then when calculating the lower limit of ecological compensation standard,the Ecological compensation PPP project with public welfare nature is analyzed that the unit price of governance should not be too high,and then the maximum price model is adopted to introduce the parameters related to ecological compensation Project service.The maximum management pricing of ecological compensation PPP project is obtained,the lower limit of urban ecological compensation standard under PPP mode is put forward,and the dynamic use of ecological compensation funds within the scope of compensation standard is helpful to improve the efficiency of capital utilization and stimulate the enthusiasm of enterprises,and finally the urban ecological compensation mechanism under PPP mode is constructed.
