Study On Government Responsibility In Shouguang Environmental Protection

The 18 th national congress of the communist party of China gave prominence to the construction of ecological civilization and incorporated it into the overall layout of socialist modernization with Chinese characteristics.The State President Xi jinping clearly pointed out that the construction of ecological civilization should be incorporated into the five-in-one process of socialist construction.With the rapid development of economy,China’s situation in environmental pollution,resource shortage and ecological deterioration is more and more serious,and various environmental events have gradually become the focus of public attention.It is the common understanding of modern society that the government becomes the leading force in the environmental protection subject because of its special status and the nature of environmental public goods.The fulfillment of the government’s environmental responsibility has a direct impact on the effect of environmental protection.At present,many problems of the government in environmental protection have seriously restricted the high-quality development of China’s economy and the sustainable development of economic society.Since 2013,as the government has made positive efforts in environmental protection,Shouguang has won the "China excellent tourism city","national sanitary city","China financial ecological cities" and other honorary,become the only area north of the Yangtze River district won the "China habitat environment prize" and "UN habitat award" county-level cities.Through the five chapters,this paper discusses the government responsibility in environmental protection.The first chapter is the introduction,which briefly introduces the background and significance of the research on government responsibility in environmental protection.The second chapter is the definition of relevant concepts and theoretical basis.Through the study of public goods theory,citizens’ environmental rights theory and the theory of sustainable development,combined with the views of relevant scholars,the concept of government responsibility and government responsibility in environmental protection is defined.The third chapter describes the status quo of the government’s responsibility in Shouguang city.It discusses the status quo of environmental protection from five aspects,including the preliminary implementation of macro guidance responsibilities,increasing environmental law enforcement,attaching importance to environmental supervision and management,providing services to promote the development of environmental technology and industry,and ensuring the participation of citizens and social organizations in environmental protection.Chapter four is the analysis of the problems and causes of government responsibility.First,there is the problems,the government environmental supervision and management system is backward,the role of social supervision has not been effectively played;the environmental protection system lacks of specific provisions,the implementation is not in place;insufficient capital investment leads to lagging environmental research and development;the cost of pollution is too low and enterprises lack the motivation to makeprogress.Secondly,the reasons are analyzed.The relevant laws and regulations are not perfect;Some officials’ power to seek rent,the implementation of environmental responsibility is not in place;Achievement view biased,environmental awareness is insufficient.The fifth chapter is to strengthen the Shouguang government responsibility put forward countermeasures and Suggestions,from perfecting the system of environmental protection,to carry out the environmental protection responsibility,rich source of funds,increased investment in environmental protection,changing the sense of achievement,environmental awareness,strengthen supervision and main body independence,straighten out the supervision mechanism,improve the accountability mechanism,perfect the responsibility of supervision five aspects,It provides the direction for the further improvement of the government responsibility in environmental protection of Shouguang city.
