Study On The Implementation Of Air Pollution Control Policy Of Urban Grass-roots Government

In recent years,more and more attention has been paid to environmental protection.Especially after the outbreak of a large area of haze in 2013,the central government and local governments at all levels made a decision-making plan to win the battle of air pollution prevention and control.Then,water and soil pollution prevention and control work was brought into the battle,collectively known as the battle of environmental pollution prevention and control.In the report of the Nineteenth National Congress,pollution prevention and control,prevention and resolution of major risks,and precise poverty alleviation are called three major battles.It can be seen that the battle of environmental pollution prevention and control has been referred to a fairly high political level.As the first battle of environmental pollution prevention and control,the importance of air pollution control is particularly prominent.From the macro level of the central government to the micro level of the grass-roots government,there are many requirements for air pollution control.In order to improve the quality of atmospheric environment,governments at all levels have formulated and implemented corresponding policies and measures in the control of atmospheric pollution.To a certain extent,the multi-sectoral policy linkage has improved the quality of atmospheric environment and reduced the heavily polluted weather.In the process of supervision,environmental protection supervision groups at all levels have also affirmed the achievements of grass-roots governments in the control of atmospheric pollution.But at the same time,there are also many problems.From "one-size-fits-all" to prohibition of "one-size-fits-all",from shutdown to "one plant-one policy",from comprehensive control to heavy pollution weather control,urban grass-roots governments continue to explore ways and means of air pollution control in practice.This study focuses on the implementation of air pollution control policies of urban grass-roots governments,and takes the implementation of heavy pollution weather control policies in Area X as an example to objectively summarize the current situation of the implementation of air pollution control policies by urban grass-roots governments.Using the interactive theory of policy implementation and the theory of new public service to study the case,collate the literature and data files in the case,and analyze the effect of policy implementation.Through research and analysis,this paper summarizes the problems existing in the implementation of air pollution control policies by urban grass-roots governments from four aspects: first,they fail to strictly comply with the start-up standards of control;second,the survival and development of enterprises are limited;third,the "one factory,one policy" scheme is formalized;and fourth,the supervision function is difficult to implement.Through the analysis of the problems,four reasons are summarized: first,the supervisory supervision of higher level is too frequent;second,the policy formulation is not scientific and there are deviations in implementation;third,excessive control of sewage enterprises and inadequate service;fourth,the ability of grass-roots environmental protection team is insufficient.Finally,four countermeasures are put forward for the problems and reasons.One is to strengthen the institutional constraints of policy implementation;the other is to formulate and implement air pollution control policies rationally;the third is to create a good policy environment for enterprise pollution control;and the fourth is to enhance the ability of environmental protection team.The innovation of this study is mainly embodied in the perspective of research.At present,most of the research on air pollution control focuses on the analysis of pollutant sources and the formulation of pollution control policies,and most of the research on policy implementation focuses on the macro-level above the provincial and municipal levels.However,the grass-roots government and its law enforcement departments have more contacts with sewage enterprises and play a more critical role in air pollution control.Whether the urban grass-roots government can implement the air pollution control policy accurately and efficiently determines whether the local air environment can be effectively improved.Therefore,this study focuses on the analysis of urban grass-roots government formulation and implementation of air pollution control policy process and means.It is hoped that this study will be helpful to the grass-roots government in improving the effectiveness of air pollution control.
