Research On Synergy And Merge Of Mine Development And Ecological Restoration Scheme

The exploitation and utilization of mineral resources promotes the development of social economy,but it also has a great negative impact on the ecological environment.Mine development and utilization scheme guides the process of mining and utilization.Environmental impact assessment report,soil and water conservation scheme,mine geological environmental protection and land reclamation scheme also exist in the aspect of ecological environment restoration.However,the information decentralization and fragmentation of multiple schemes are not conducive to the unified implementation and supervision of mine ecological restoration.Through the detailed interpretation of the contents of multiple schemes and the application of theories of restoration of ecology,systems science,synergy and sustainable development,this paper adopts research methods such as literature analysis,inductive summarization,field research,and comparative analysis.This paper discusses the similarities and differences of multi-scheme and the problems in management of multi-scheme,and studies and analyses the synergy and merge mechanism between the mine development and utilization scheme,environmental impact assessment report,soil and water conservation scheme,mine geological environment and land reclamation scheme to improve the execution efficiency of all schemes and reduce the management disadvantages of mine development and utilization and ecological restoration and improve the effect of ecological restoration in mining area.(1)There is a good integration foundation for multi-scheme.Although there are many legal documents involved in multi-scheme,some of them are the same,and there are the same legal basis in the process of preparation.The content foundation of the multi-multi-scheme is good,and many contents are related and complementary.The purpose and function of multiple schemes can also be unified.With the development and utilization scheme as the center,the other three schemes can be linked with the development and utilization scheme by looking for the joint point,and a unified utilization and restoration scheme can be formed.(2)The mechanism of multi-scheme integration and collaboration is proposed.This paper proposes a mechanism of multi-scheme synergy and merge from two aspects of management and object-oriented.The management mechanism includes the leading mechanism of development and utilization scheme,the negative feedback regulation mechanism of development and utilization scheme content,the long-term mechanism of environmental impact assessment and soil and water conservation content,etc.The synergistic fusion mechanism at the object level includes contents and measures related to water resources synergy(surface water resources and groundwater resources),soil resources,gangue and tailings resources,vegetation measures and engineering measures.(3)A new scheme is formed by the integration of multiple schemes.This paper tries to integrate the four schemes organically and form a comprehensive new scheme with rational development,overall protection and system repair.The outline and key points of the new scheme are put forward.
