Since the reform and opening up,China’s economy has maintained high-speed and sustained growth,while achieving tremendous economic results,some problems have gradually emerged.At present,China’s economic structure urgently needs to be optimized and upgraded.The 13 th Five-Year Plan has made clear instructions for this,requiring China’s economic development to unswervingly implement supply-side structural reform,further optimize the allocation of social resources,continuously upgrade the economic industrial structure,and strive to promote supply upgrading,especially to strengthen the development of effective supply and high-end supply.In addition,the central task of the structural reform on the supply side is defined in the plan,which includes five points: capacity removal,inventory removal,leverage removal,cost reduction and shortcomings compensation.At present,the iron and steel industry has gradually recovered from the most difficult period of production and operation.With the deepening of structural reform on the supply side,in order to ensure long-term development and stable profitability,the iron and steel industry must upgrade its product structure,improve its product service quality,attach importance to technological research and development,and save energy and reduce emissions.In such a critical period,whether iron and steel enterprises can quantify their strategic objectives and conform to their performance appraisal system is of vital importance to the overall situation.This paper takes a steel company as the case study object,and elaborates the optimization path of KPI(Key Performance Indicator)evaluation system under the structural reform of supply side.According to its strategic objectives under the wave of reform,this paper draws a strategic map and finds that the existing KPI assessment system of the company can not reflect the company’s strategic objectives at the present stage,lack of product and service quality indicators,output indicators can not effectively reflect the process of capacity removal,capital risk assessment indicators ignore long-term interests and environmental protection assessment.In order to solve the problem that the existing KPI assessment system of the iron and steel company is prominent under the structural reform of the supply side,this paper combines the strategic map of the company,optimizes the KPI index from the four dimensions of the balanced scorecard,and uses the weight factor method to give the index weight,determines the target value according to the actual situation of the company,and makes a comparative analysis between the optimized KPI assessment system and the existing assessment system.It proves that the optimization path is effective and has industry applicability.This paper aims to provide some reference for the transformation and reform of China’s iron and steel enterprises,especially in the construction of performance evaluation system.
