| The impact of highway projects on ecological environment is a long-term process of variation.The technology of environmental impact evaluation based on highway planning and construction period can not fully solve the problems in highway operation period.Now,how to follow the impact of the ecological environment after the completion and operation of the highway,especially the follow-up evaluation of the long-term and cumulative impact,has not been systematically studied by the world.There is no specific definition on the procedures,content and methods and not an scientific and reliable standard of technical post-project evaluation methods of ecological environment impact for highway.With the continuous improvement of the post-project evaluation of environment for projects in China,studying the quantitative post-project evaluation methods of environment impact plays a important role in realizing the evaluation and management,protecting ecological environment and formulating technical standard for highway.According to the existing problems and difficulties,this paper analysizes the characteristics and space-time scale through the comparative study.Aimed at different ecosystems of China,a post-project evaluation index system of ecological environment is established,and quantitative evaluation technology and space-time scale identification method for long-term ecological environmental impact are proposed for highway.The main conclusions of this paper are as follows:(1)Analyzing the similarities and differences between the post-project evaluation of ecogical environment impact and other evaluation(includes environment impact evaluation andacceptance of environmental protection)and the differences between the ecological environment impact and environmental impact for highway,the characteristics are defined,including complexity,feedback,following and reality.(2)According to the mechanism of ecological environment impact for highay projects,the ecological environment impact is divided into 4 secondary indicators:wildlife impact degree,rate of land utilization,interference degree of landscape pattern and degree of ecological function impact,and several three-level quantitative indicators.a quantitative post-project ecological environment index system of highway is established.(3)The variation of land use/cover and landscape pattern are analyzed by using the EasyInterpretation,ArcGIS and Fragstats.Combining with the study of field investigation,the post-project evaluation method based on 3S technology and comprehensive system based on Analytic Hierarchy Process(AHP)are established for ecological environment impact of highway.(4)Based on the Ring Changbai Mountain Scenic Highway,this paper explores the variation regularity of anima impact,land use/cover and landscape pattern affected by animals before and after the highway operated.The space-time scale of post-project evaluation is the scope of 4-7year and 200-300m on both sides for ecological environment impact of highway projects.Lastly,the comprehensive evaluation of the ecological environment impact is analysed by using AHP. |
