Research On The Performance Evaluation Of The Ecological Civilization Construction In The Jing-jin-ji Region

At the beginning of 2014,the Jing-jin-ji integration development plan was promoted to the national strategic level,and the construction of ecological civilization is one of its important tasks.As a complex and systematic project,research on how to promote the construction of ecological civilization in key areas is the inevitable requirement to protect the health of ecological system,the good natural environment and the sustainable utilization of natural resources in our country,as well as the only way to guarantee the green development of regional ecological civilization construction.In order to find out the effective ways to promote the construction of ecological civilization in the Jing-jin-ji region,this paper selects the indicators of the health of ecosystem,the good natural environment and the sustainable utilization of natural resources,constructs the performance evaluation index system of the ecological civilization construction,and analyzes the progress of the construction of ecological civilization in the Jing-jin-ji region from 2010 to 2016.The research shows that the overall level of the construction of ecological civilization in the Jing-jin-ji region is on the rise,among which Beijing has a relatively good level of ecological civilization,followed by Tianjin,and Hebei has the lowest level,but it has the fastest growth rate.In addition,the paper also analyzes the efforts on the protection of ecosystem,the prevention of environmental pollution,and the rational utilization of resources in Jing-Jin-Ji region.At the same time,the paper analyzes the correlation between the public information of the three governments on the construction of ecological civilization and the achievements of the ecological civilization construction from 2010 to 2016.The results show that Beijing has made great efforts in terms of the prevention of environmental pollution and the rational utilization of resources,while Tianjin and Hebei have made remarkable achievements in the effective utilization of resources.However,the governance effect of the three local governments in terms of the protection of ecological system is not obvious,which is due to the longer ecological construction cycle,resulting in its slow effect.At present,the construction of ecological civilization in the Jing-jin-ji region is still faced with such difficulties as the participants are not very active,the overall objectives of governance are not comprehensive,and the effectiveness of governance measures are insufficient.To be better promote the construction of ecological civilization,the Jing-jin-ji region should create the multiple and three-dimensional network structure,to improve the enthusiasm of the participants,focus on the key fields and regions of the governance’s object on the basis of the scientific planning,to improve the level of governance,and establish a long-term mechanism of the ecological civilization construction in the Jing-jin-ji region.
