Research On The Development Of New Urbanization From The Perspective Of Ecological Civilization

The Nineteenth National Congress of the Communist Party of China upgraded the ecological civilization to the "Millennium Plan for the Sustainable Development of the Chinese Nation" and incorporated the goal of "Beautiful China" into the overall goal of national modernization.Since then,the development of socialism with Chinese characteristics has entered a new era guided by "ecological civilization".Under the guidance of the thought of ecological civilization in the new era,the connotation and requirements of the new urbanization construction in China have undergone new changes.This paper reviews the development process of urbanization in China,and points out that while great achievements have been made in urbanization under the impetus of industrialization,many problems have arisen in the ecological environment,which is not in line with the requirements of new urbanization construction.Jintan District of Changzhou City was originally a county-level city with relatively backward economy in southern Jiangsu Province.The problems appeared in the process of industrialization promoting urbanization are representative.After the Eighteenth National Congress,the city seized the opportunity to withdraw the city and set up districts,guided by the construction of ecological civilization,and achieved good results in promoting the construction of new urbanization.From the perspective of ecological civilization construction,through the analysis of the process of new urbanization construction in Jintan District,this paper summarizes the experience and lessons of new urbanization construction in Jintan District under the impetus of ecological civilization,and tries to provide some enlightenment for the construction of new urbanization in China.Through comprehensive analysis and case analysis,this paper puts forward some ideas and measures for the construction of new urbanization in China from the perspective of ecological civilization.The full text is discussed from the following four parts in turn:The first part introduces the related concepts and theories of ecological civilization and urbanization.Firstly,the connotations of urbanization and new urbanization are elaborated separately,and it is proposed that new urbanization is a comprehensive reflection on the concept and ideas,projects and contents,ways and ways in the process of traditional urbanization construction in China,and a summary of practical experience is made so as to explore a new urbanization with Chinese characteristics,conform to local reality,and effectively promote population resources and environment,economic society and human beings.Culture adapts to the road of sustainable urbanization.Secondly,it introduces the general theory of ecological civilization,including the traditional Chinese culture of "Tao,law and nature" and "harmony between man and nature" thought,Marx,Engels and our successive leaders of the ecological civilization thought.Finally,it summarizes the five connotations of Xi Jinping’s ecological civilization thought:ecological natural view,green development view,ecological governance view,ecological values and global ecological governance view.The second part reviews the development process of urbanization in China,summarizes it as the tortuous development stage before reform and opening up and the rapid development stage after reform and opening up,and summarizes the achievements of urbanization in economic development,population urbanization,optimization of urbanization spatial pattern,and integration of urban and rural development.However,from the perspective of ecological civilization,there are still many problems in the development of new-type urbanization in China,which are mainly manifested in the destruction of natural ecology,unreasonable layout of urban spatial planning,the mismatch between urbanization construction and ecological resources,and the weak ecological consciousness of the masses in the process of urbanization construction,all of which restrict the further development of new-type urbanization in China.The third part is a case study.Firstly,it introduces the economic and social development of Jintan District,Changzhou City.Secondly,it summarizes the process of its urbanization construction,which is divided into two stages.The first stage is the rapid urbanization stage promoted by industrialization after the withdrawal of counties and cities in 1993,and the second stage is the new urbanization stage after the withdrawal of cities and districts in 2015.Then,from the perspective of ecological civilization,the problems in the construction of new urbanization in Jintan District are put forward,which are the destruction of Maoshan Mountain caused by mining and the destruction of Changdang Lake caused by enclosure culture.Finally,it introduces the measures of Jintan District to build a new type of urbanization under the guidance of ecological civilization,which are:resolving the ecological damage of Maoshan and Changdang Lake,restoring the natural ecology;rationally planning the urban space and industrial layout of Jintan District;jointly protecting natural resources and restoring the natural ecosystem;comprehensively building Xiangu Village in Xuebu Town as the "most beautiful village,promoting the United States".The construction of beautiful countryside;promoting the construction of Characteristic Towns in Xuebu Town to develop green economy;combining folk culture with tourism to create an ecological and cultural atmosphere.The case of Jintan District provides three enlightenments on how to promote the construction of new urbanization under the guidance of ecological civilization.They are based on urban characteristics,strengthening ecological positioning,fostering characteristic industries,developing ecological economy,and cultivating ecological culture in combination with traditional folklore.The last part is the countermeasures,which put forward the ideas and Countermeasures to promote the construction of new urbanization in China with the idea of ecological civilization.We should adhere to the concept of green development,promote the green transformation of urban economic development mode,establish and improve the green industry system,so as to realize the reconstruction of economy,politics,culture and society;improve the government’s ability of ecological governance,ensure that the rights and responsibilities of ecological governance are consistent;build a safeguard mechanism covering the whole process of ecological governance;and pay attention to the publicity and education of ecological civilization.Encourage the whole society to participate in the construction of ecological civilization.Specific measures include formulating and perfecting various laws and regulations adapted to ecological environment protection,building an ecological civilization system,putting ecological layout in the first place in planning urban and rural spatial system,building characteristic towns,developing green economy,giving full play to the dual role of green industry in ecological and economic development of new urbanization,and participating in the process of new urbanization for the public.The construction of ecological civilization in Chengzhong will create a good policy environment and social atmosphere.
