Study On The Impact Of Fiscal Expenditure On Environmental Pollution Under The Fiscal Decentralization System

The report of the 19th National Congress pointed out that it is necessary to establish and practice the concept of green mountains and green mountains,which is the concept of Jinshan Yinshan,and clearly requires that the protection of ecosystems be strengthened and the most stringent ecological environmental protection system be implemented.With the improvement of the economic level,environmental issues have become a hot spot and difficulty for the party and the state in recent years.It is imperative to control environmental pollution and improve environmental quality.However,under the fiscal decentralization system,local government behavior is vulnerable to promotion mechanisms and deviates from the goal and mission of providing optimal public services,making local governments pay close attention to environmental pollution problems,which is difficult to break through environmental pollution problems.Further,the scale of fiscal expenditure and the structure of expenditure as the direct bearers of local government behavior adjustment,its changes in the decentralization system and trends will have an important impact on environmental pollution.Therefore,based on the panel data of 16 prefecture-level cities in Anhui Province from 2007 to 2016,this paper analyzes the institutional factors behind the environmental pollution problem in Anhui Province,that is,whether the local government behavior tendency under the fiscal decentralization system will affect the regional environmental pollution level?In addition,fiscal decentralization,as an institutional arrangement,does not directly affect the environment,but acts indirectly through the use of certain tools.As a powerful tool for local governments to regulate economic and social development,does fiscal expenditure play a role in influencing the level of environmental pollution under the fiscal decentralization system?These are the issues that this article will explore and solve.This paper is divided into five chapters.The first chapter is the introduction.It introduces the background,purpose and significance of the whole article research,and combs and summarizes the related literatures at home and abroad,pointing out the shortcomings of existing research.The one-step research direction laid the foundation for the research of this paper.The second chapter is the theoretical analys.First of all,the concept of fiscal decentralization,fiscal expenditure and environmental pollution is defined,and the main keywords of this article are clarified.Then from the theory of fiscal decentralization and externality theory,the theoretical basis of this paper is summarized and summarized.The third chapter mainly discusses the mechanism of the impact of fiscal expenditure on environmental pollution under the fiscal decentralization system and proposes three hypotheses to be tested.The fourth chapter is the empirical analysis of the impact of fiscal decentralization on environmental pollution.Selecting the appropriate econometric model,through the construction of the three models,comprehensively analyze the relationship between the two to verify the three hypotheses in the previous article;the fifth chapter is the main conclusions and policy recommendations,through the previous mechanism analysis and empirical Investigate and clarify the institutional reasons behind the environmental problems in Anhui Province,so as to propose solutions that can be referenced according to local conditions.The main conclusions of this paper are as follows:First,the fiscal decentralization in Anhui has a significant negative impact on the environment,and the increase in fiscal decentralization has intensified environmental pollution,while local government competition has somewhat mitigated the deterioration of the environment;Under the system of decentralization,fiscal expenditure tools have a significant impact on environmental pollution.Among them,the expansion of fiscal expenditure is conducive to ensuring adequate funds for environmental protection investment,which is conducive to the improvement of environmental pollution,and the structure of fiscal expenditure is different.The impact of envirornmental pollution is also different.Specifically,the increase in economic construction expenditure will increase environmental pollution to a certain extent,and increasing social security expenditure can effectively improve environmental quality and reduce environmental pollution.Based on the conclusions of this paper,under the current fiscal system,local governments should use financial expenditure tools to adjust the expenditure structure appropriately,adjust the expenditure structure,and gradually control and improve environmental issues,laying the foundation for a good ecological environment in Anhui.
